The 54th Conference of Directors of European Union Paying Agencies was held from the 6th to the 8th November 2023, in Valencia in Spain. Spain currently holds the Presidency of the Council of the EU

The recurring meeting was attended by the heads of EU paying agencies and agricultural sector institutions of all Member States and candidate countries, as well as representatives of the European Commission, the European Court of Auditors and the European Anti-Fraud Office OLAF. ARMA was represented by The Deputy President Joanna Gierulska, and The Deputy Director of the Analyses and Reporting Department Emilia Godlewska.

The main theme of the Conference was The possibilities and challenges of the new CAP 2023-2027.

After the ceremonial opening of the Conference by the Spanish Presidency, representatives of the Swedish Paying Agency presented a summary of the 53rd Conference of AP EU Directors.
During the presentations prepared by the EU institutions, the most important issues for the CAP were discussed, i.e. the state of implementation of the CAP for 2023-2027, the annual report of the European Court of Auditors on expenditure under the CAP, European Commission's Anti-fraud strategy – focused on prevention and detection, preventive audit and conflict of interest.

During the 2nd day of the Conference, workshops on “Area monitoring system and geotagged photos”, “Annual Performance Report” and “Sharing and Reusing IACS Data” were held. The European Commission has launched several initiatives to facilitate the sharing of spatial and non-personal data from IACS systems from all Member States in accordance with the guidelines of the INSPIRE Directive. The aim of the workshop was to raise awareness of the legislative changes and inform about new project steps in the near future.

In addition, all Member States face the challenge of producing an Annual Target Report for the first time in February 2024. The conference was an opportunity to exchange experiences, viewpoints and knowledge on the implementation of the APR.

The last day of the conference was filled with summaries and a presentation of the next 55th Conference of the Directors of EU Paying Agencies, which will take place in Belgium.
