The Sejm has adopted a law on the construction of state border security installations

On Thursday (14 October), the Sejm passed a bill on the construction of state border security installations. The bill will now go to the Senate for consideration.
For several months there has been migration pressure on the Poland-Belarus border. The number of attempts to cross the Poland-Belarus border is not decreasing, despite additional personnel support for Border Guard units, the assistance of soldiers of the Polish Armed Forces and the Police, and temporary installations.
The Act aims to determine the rules for implementing the construction of a physical barrier to secure the state border, which is also the external border of the European Union. The proposed solution will consist in the creation of a legal basis enabling the fast and effective implementation of this investment. Securing the border will include the construction of barrier devices together with electronic and telecommunications infrastructure.
The formal investor in the barrier construction along the state border will be the Commander in Chief of the Border Guard. He will be authorised to appoint a plenipotentiary in this matter. A team will also be appointed to prepare and implement the investment, including entities relevant to the entire investment process.
Due to migration pressure on the Poland-Belarus section of the state border, the adopted Act proposes the establishment of mechanisms that will enable the construction of the barrier in the shortest possible time. Therefore, the law comprehensively regulates these issues.
Given the existing threats on the state border, the Act is to enter into force on the day following its promulgation date due to the extreme urgency of the investment implementation.
