Presentation of the Lublin Triangle countries' report on disinformation
25.01.2023
On January 25, 2023, on the sideline of the winter session of the Parliamentary Assembly of the Council of Europe, on the initiative of the Lithuanian parliamentarian Emanuelis Zingeris, the presentation of the L3 report prepared by the Kosciuszko Institute (PL), Detector Media (UA) and The Civic Resilience (LT) on disinformation took place.
The main thesis of the meeting, repeated by the speakers, was the statement that the military operations conducted by the armed forces of the Russian Federation have been accompanied by intensive disinformation activities both in the period preceding the invasion, as well as during its duration. A number of thematic groups were presented, which are used by the Russian propaganda in activities directed against NATO, the EU and individual countries.
The event piqued interest of parliamentarians and representatives of missions accredited to the Council of Europe. Among the participants were parliamentarians of L3 countries (including Emanuelis Zingeris (LT), Maria Mezentseva (UA), representatives of the Polish delegation to PACE, as well as a representative of the Russian opposition - Dmitry Androsov.
The Permanent Representative of the Republic of Poland to the Council of Europe, ambassador Jerzy Baurski emphasized the importance of cooperation between Poland, Lithuania and Ukraine within the Lublin Triangle, which brings good results, as exemplified by the published report. He stressed that the mechanisms, ways of operating and the message of Russian propaganda are constantly present in the public space of all European countries and require active, coordinated actions to prevent and combat them.
Mr. Michał Krawczyk (Kościuszko Institute), presenting the report and the mechanisms of false narratives used by Russian propaganda (ineffectiveness of sanctions imposed by the EU/US on RU, hostile approach of the West/NATO to Russia, blaming Poland for the situation on the Polish-Belarusian border) emphasized that the launch of the invasion of Ukraine was the opening of a new chapter in the field of disinformation activities that pose a serious threat to societies in Europe. The organization of the event in cooperation with the representations of Lithuania and Ukraine was part of the activities aimed at strengthening trilateral cooperation and popularizing the Lublin Triangle.
The event, co-organized by Poland, gathered about sixty people, which is one of the best results in relation to side-events during PACE sessions in recent years.
