Horizon Europe will replace Horizon 2020 – the EU Framework Programme for Research and Innovation. With the launch of the new programme, there will be some changes with regard to the rules for participation, implementation and project accounting. They are not fundamental as Horizon Europe will be, to a large extent, a continuation of the H2020 principles.

While the eligibility of wage costs in HE is based on the H2020 principles, some significant modifications have been introduced. The first is the resignation from the hourly rate in favour of the daily rate. Many people will also be pleased with the fact that keeping time sheets for the project will no longer be mandatory in HE. Instead, employee declarations can be used providing information about the number of days worked for the project in a given month.

However, institutions keeping hourly registers of working time which are not willing to abandon this option have no reason for concern. They will still be allowed to use such registers by simply converting hours into days for reporting purposes.

The possibility to pay bonuses to salaries at the same level as when implementing national projects, which was introduced during H2020, will be continued. However, to use this option, the institution must have (or introduce) appropriate regulations. Details can be found in the information provided by the Ministry of Education and Science.
