Appointment of the Plenipotentiary of the Minister of Interior and Administration for European Funds in the field of migration, borders and security at the Ministry of Interior and Administration

We kindly inform that, by decision No. 1 of 20 January 2023, the Minister of the Interior and Administration appointed Mr. Maciej Binkowski, Adviser in the Political Cabinet of the Minister of the Interior and Administration, as Plenipotentiary of the Minister of the Interior and Administration for European Funds for Migration, Borders and Security at the Ministry of the Interior and Administration.

The appointment of Plenipotentiary results from the provisions of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down common provisions concerning the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transformation Fund and the European Maritime, Fisheries and Aquaculture Fund, as well as financial provisions for those funds and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Support Financial Instrument for Border Management and Visa Policy (CPR).


The tasks of the Plenipotentiary are defined in the Ordinance No. 33 of the Minister of the Interior and Administration of 13 December 2022 on the Plenipotentiary of the Minister of the Interior and Administration for the European Funds for Migration, Borders and Security at the Ministry of the Interior and Administration.
According to § 3 of the Ordinance, the tasks of the Plenipotentiary include:

  • analysing applications and providing explanations regarding difficulties and proposals for improvements in the implementation of programmes supervised by the Minister of the Interior and Administration (Programmes of the Asylum, Migration and Integration Fund, the Internal Security Fund and the Financial Support Instrument for Border Management and Visa Policy);
  • dealing with notifications of non-compliance of project, actions of beneficiary, intermediate body or managing authority with horizontal baseline conditions;
  • formulation of improvement proposals for institutions involved in the implementation of the programmes supervised by the Minister of the Interior and Administration.
