Summarizing PL Home Affairs Programme Norway Grants 2014-2021

On 23 October 2024, a conference summarizing the "Home Affairs" Programme implemented under the Norwegian Financial Mechanism 2014-2021 was held in Warsaw. The honorary participants of the meeting were: Mr. Tomasz Siemoniak, Minister of the Interior and Administration, Mr. Espen Barth Eide, Minister of Foreign Affairs of the Kingdom of Norway, Mr. Wiesław Szczepański, Secretary of State in the Ministry of the Interior and Administration – minister directly supervising the implementation of the Norway Grants in the Ministry of the Interior and Administration, Mr. Konrad Wojnarowski – Undersecretary of State in the Ministry of Funds and Regional Policy, which acts as the National Focal Point in Poland and coordinates the implementation of the Norway Grants and Mr. Øystein Bø, Ambassador of the Kingdom of Norway to Poland.
The NMF 2014-2021 “Home Affairs” Programme was implemented on the basis of the Programme Agreement of September 12, 2019.
Projects could be implemented under the Programme until April 30, 2024.
The Programme is divided into 3 areas: natural disasters and preparedness for their occurrence, international police cooperation and combating crime, as well as asylum and migration.
The Project Promotor of the Programme included, among others, services subordinate to the Minister of Internal Interior and Administration (Police, Border Guard, Office for Foreign Affairs), but also the Internal Security Agency, the Central Anti-Corruption Bureau, the Government Centre for Security and non-governmental and international organizations.
The summary conference was attended by representatives of the Donor State: the Norwegian Ministry of Justice and Public Security - Ms. Hanne Messel, Ms. Lene Nilsen, the Norwegian Directorate for Civil Protection - Ms. Torill Tandberg, Ms. Anne-Marie Doorduin and the Norwegian Police Directorate - Mr. Morten Magnem, representatives of the Financial Mechanism Office in Brussels, representatives of services and units subordinate to the Minister of the Interior and Administration, the Police, the Border Guard, the State Fire Service, the Office for Foreigners, representatives of state institutions, including the Internal Security Agency, the Government Centre for Security, the Central Anticorruption Bureau, but also the Crisis Information Centre at the Space Research Centre of the Polish Academy of Sciences, representatives of non-governmental and international organisations, i.e. the International Organisation for Migration and the International Centre for Migration Policy Development. The participants also included representatives of the Ministry of Justice, the Ministry of Finance and guests from the Ministry of Interior and Administration and the European Project Implementation Centre of the Ministry of Interior and Administration.
The meeting was opened by Ms. Magdalena Zdrojewska, Deputy Director of the Department of European Funds at the Ministry of Interior and Administration.
In the first part of the conference, we listened to the opening speeches given by Mr. Tomasz Siemoniak, Minister of Interior and Administration, and Mr. Espen Barth Eide, Minister of Foreign Affairs of the Kingdom of Norway.
Introductory speeches were given by Mr. Wiesław Szczepański, Secretary of State at the Ministry of Interior and Administration, who summed up the experience of the Ministry of Interior and Administration in implementing the Norwegian Funds, and by Mr. Konrad Wojnarowski, Undersecretary of State at the Ministry of Interior and Administration, who discussed cooperation at the national level between the Ministry of Interior and Administration and the National Focal Point.
In the next part of the meeting, representatives of the Polish and Norwegian sides discussed institutional cooperation under the “Home Affairs” Programme. The speakers emphasized the importance of trust and partnership in implementing the Norwegian Funds. Experiences and conclusions from the involvement of all institutions to date were exchanged.
The next part of the meeting concerned the effects of the projects implemented under the Programme. Each of the 6 predefined projects, 13 recruitment projects and 2 bilateral initiatives was discussed. Proposals for 5 further bilateral initiatives planned for implementation were also presented.
The meeting ended with the formulation of conclusions on the readiness of both countries for further cooperation under the next edition of the Funds 2021-2028.
The total allocation for Poland will amount to approx. 925 million EUR (Norwegian and EEA Funds).
