NEMA was established under the Environmental Governance and Coordination Act 1999 as the government's primary instrument for implementing all environmental policies in the context of sectoral environmental legislation, the deteriorating environment in Kenya, and the growing social and economic inequalities, that combined negatively impacts the environment. The overriding goal of establishing NEMA was to introduce harmony in the management of the country's environment.

The purpose of the meeting was to discuss the possibility of creating, with the support of the Embassy of the Republic of Poland in Nairobi, an expert forum between Kenyan and Polish entities for environmental protection in the field of Kenyan needs and the prospects of implementing experiences and tools for optimal waste management and environmental protection technologies that could be shared by Poland.

During the conversation with the Ambassador of the Republic of Poland, the chairman of NEMA, Mr. Emilio Ndviga Muga, referred with the highest appreciation to the unprecedented transformation that Poland has undergone since 1989, the growth of the Polish economy, the implementation of the latest technologies, also in the field of environmental protection. He decided that the Polish experience gained in this process is invaluable, because the similarity in the starting point is a unique opportunity to share knowledge and is related to the current situation in Kenya. He proposed Poland's strategic partnership in all broadly understood aspects of environmental protection. Representatives of the Embassy of the Republic of Poland and the Kenyan branch of the Polish Investment and Trade Agency (PAIH) presented the Polish export offer of green technologies, including the Greenivo program, which met with great interest. The parties undertook to organize a Polish economic mission of green technologies of an institutional, business and academic nature and to take steps to sign a bilateral agreement in the field of environmental protection.
