A record edition of the governmental Social Rental Housing Construction Programme

1,640 - the total approximate number of new cheap rental apartments. 21 applications were submitted under the 8th edition of the Social Rental Housing Construction Programme. The value of these investments will amount to approximately PLN 553 million, of which approximately PLN 321 million will be granted in the form of a loan offered on preferential terms by Bank Gospodarstwa Krajowego (BGK). Applications will now be assessed by the Bank.

In the current economic situation related to the coronavirus pandemic, the preliminary result of the eighth edition of the programme is extremely optimistic. 

In the same period last year (2019 spring edition), applications were submitted for the construction of a total number of 1,079 residential units. The total value of these investments amounted to about PLN 272 million.

In the government programme implemented between 2015-2019, the investments for the construction of 7,731 apartments (166 applications) were financed on preferential terms. The financing amounted to a total of PLN 982 million, and the total value of investments - approximately PLN 1.8 billion.

The framework for the programme - legal basis, beneficiaries, and funding sources

The Social Rental Housing Construction Programme is addressed to social housing associations, housing cooperatives and municipal companies. 

Beneficiaries can apply for preferential repayable financing for the construction of rental apartments or apartments provided on the basis of cooperative tenancy rights (without future ownership rights). 

BGK has provided support to investors of residential housing under the program for the total amount of PLN 4.5 billion over 10 years (until 2025), i.e. 450 million annually. The bank's offering of favourable conditions for investment financing was possible due to the financing obtained under the state budget - a total of PLN 751.9 million (between 2015-2025). 

The Social Rental Housing Construction Programme is based on the Act of 26 October 1995 on certain forms of supporting housing construction (Dz. U. [Polish Journal of Laws] of 2019, item 2195) and the Regulation of the Council of Ministers of 20 October 2015 on the conditions and procedure of repayable financing under the government housing support programme implemented by Bank Gospodarstwa Krajowego and the minimum requirements for premises created with the participation of this financing (Dz. U. [Polish Journal of Laws], item 1720 as amended).
