Appointing an administration over the PAO Gazprom company

By the decision of the Minister of Economic Development and Technology Waldemar Buda, the PAO Gazprom company, included into the sanction list, was put today into the temporary administration covering all shares of PAO Gazprom in the System Gazociągów Tranzytowych EuRoPol Gaz S.A. The aim of the administration is to ensure security of critical infrastructure.

Appointing an administration is necessary to guarantee proper operation of EuRoPol Gaz, including to avoid the decision deadlock in this company and to ensure security of critical gas transit infrastructure. This decision contributes to improving the energy and economic security of Poland, especially now, when we face the Russian aggression in Ukraine and activities taken by Putin to destabilise the situation in Europe – stresses the Minister of Economic Development and Technology Waldemar Buda.  

He adds that Poland is the first country in Europe that has introduced the temporary administration procedure to this date.

– We make every effort to counteract the effects of the Russian aggression and to eliminate the Russian capital and influences. Since the Constitution prevents us to perform the expropriation procedure, we introduced the temporary administration acting in cooperation with the Ministry of Interior – informs the Head of MEDT.

The EuRoPol Gaz company owns the Polish section of the Yamal-Europe Transit Gas Pipeline System. It consists of among others the pipeline of approx. 684 km length, which can be used for transport of natural gas to the end users in the country and abroad. The transit system operator of the Polish section is Gaz-System S.A., which is responsible for its proper operation and security, including maintenance, renovations and ongoing technological supervision. 

Given the existing decision deadlock in EuRoPol Gaz, Gaz-System, the Polish operator of this pipeline section, had no partner to make the decisions of key significance for infrastructure security - says Minister Waldemar Buda.

When the temporary administration can be appointed?

The temporary administration over a company, which is included into the sanction list kept by the minister for interior and administration, can be appointed by the minister of economic development and technology, when it is necessary to ensure operation of such company with a view to keeping the jobs, providing services to the society or performing other public tasks. This measure is also applicable to protect the economic interests of the state.
