Entire Poland covered by the red zone – new restrictions for industries and citizens

Suspension of catering activities with the option of selling food to take away only, limiting the functioning of malls and shopping centres, closing cultural institutions, as well as sports and recreation centres – these are the most important restrictions that will apply throughout the country from November 7 to 29. Prime Minister Mateusz Morawiecki signed the regulation in this matter.

New principles of functioning

Due to the increase in infections with the coronavirus, even stricter rules of functioning for selected industries and public use institutions were introduced in all Polish cities and poviats for the period from November 7 to 29. Their goal is to protect the health and safety of citizens and to maintain the appropriate sanitary regime.

In the red zone:

  • The on-site activities of catering establishments and restaurants are prohibited. It is only possible to sell take away food or food with delivery.
  • The functioning of commercial or service facilities, including retail parks, with a sales or service area exceeding 2,000 square metres is limited. Only service points related to hairdressing and cosmetics activities, as well as services – medical, optical, banking, postal, insurance, automotive, locksmith, shoemaking, tailoring and laundry will remain open. In addition, construction and renovation, food and zoological stores, as well as parts and accessories for motor vehicles and motorcycles, bookstores, drugstores and pharmacies remain open.
  • Retailing or service activities on trade stands are prohibited.
  • In stores up to 100 square metres there may be 1 person per 10 square metres, in stores over 100 square metres – 1 person per 15 square metres.
  • Hotels are available only to guests on business trips, during training camps and sports competitions, for medical professionals, as well as patients and their carers. If the hotel service started before November 7 and does not meet the above conditions, it should end no later than on November 10. Accommodation at the hotel may take place upon presentation of a confirmation from the employer, Polish sports association, entity performing medical activities or a written statement of the guest.
  • In public transport, there can only be 50% of seats or 30% of all places occupied
  • The operation of swimming pools, water parks, gyms, solariums, clubs and fitness centres is suspended.
  • Sporting events can only take place without the presence of the public.
  • The activity of sanatoriums was suspended.
  • Public gatherings are limited to a maximum of 5 people.
  • The organisation of meetings, events, congresses and fairs is prohibited.
  • Cultural institutions: cinemas, theatres, museums, art galleries, community centres, music centres, public and research libraries are closed. This prohibition does not apply to sharing collections that are available online and in the open air. You can also visit forests, parks and gardens belonging to cultural institutions and other entities.
  • Restriction on the movement of people over 70 is also introduced (except for professionals on duty and meeting the necessary needs of everyday life).
  • While maintaining a distance of not less than 1.5 m and the obligation to cover the mouth and nose, in churches there can be a maximum of:
    • 1 person per 15 square metres – until 29 November 2020
    • 1 person for 7 square meter – from November 30
  • Distance learning was introduced and extended until November 29 for all primary and secondary classes.
  • From Monday to Friday, from 8:00 to 16:00, children up to 16 years of age may only move outdoor under the supervision of a parent or guardian.
