Michał Graczyk
Director General
Michał Graczyk is a lawyer and legislator who graduated from the Faculty of Law and Administration at Nicolaus Copernicus University in Toruń. He has also completed legislative apprenticeship. He specializes in international, constitutional, administrative and labour law.
Since the beginning of his professional career in 2004, he has been continuously associated with the civil service. For several years, he worked in the Chancellery of the Prime Minister, rising through the ranks from clerk to director. During this time, he also served as a disciplinary spokesman and advised in the process of establishing and organizing the Polish Space Agency. He later worked in the Ministry of Environment, the Ministry of Climate and Environment, and most recently in the Ministry of Economic Development and Technology.
Graczyk is an experienced manager. He has held various leadership roles, including Deputy Director and Director of the Civil Service Department in the Chancellery of the Prime Minister, Director of the Legal Department in the Ministry of Environment, Director of the Forestry and Hunting Department in the Ministry of Climate and Environment and Deputy Director of the Investment Development Department in the Ministry of Economic Development and Technology.
He has also read the civil service system at the National School of Public Administration and led seminars for judges and judicial assistants organized by the National School of Judiciary and Public Prosecution. These seminars covered topics such as civil service corps members’ rights and claims, legislative techniques and good legislative practices in government administration offices across the country.
Michał Graczyk has authored numerous publications on labour law and civil service. He is the editor and co-author of commentaries on the Civil Service Act and the Local Government Employees Act.
He is a member of the Polish Legislation Society.
Michał Graczyk has been awarded honorary badges "For Merits in Legislation" and "For Merits in Environmental Protection and Water Management".
