New rules for the functioning of businesses and citizens from February 1 to 14

The reopening of stores in malls and shopping centres, the reopening of art galleries and museums, as well as the withdrawal of “senior hours”, are the most important principles that will apply in the first half of February throughout Poland. The regulation in this matter awaits the signature of Prime Minister Mateusz Morawiecki.

Maintenance of security regulations

Due to the ongoing coronavirus pandemic, the government prolonged the so-called stage of social responsibility and solidarity for another two weeks.

Current rules for the functioning of businesses:

  • Re-opening of all shops in malls and shopping centres, preserving all the rules of the sanitary regime.
  • It is only possible to sell take away food or food with delivery.
  • Stores are limited to a maximum of 1 person per 15 sq. metres.
  • Hotels remain closed. They are available only to uniformed services, medical staff and specialist hospital patients.
  • Liquidation of the so-called “senior hours”, which were in force between 10:00 and 12:00, from Monday to Friday.
  • Closed ski slopes, routes and ski lifts. Sports infrastructure available for professional sport only.
  • Reopening of art galleries and museums with a limit of 1 person per 15 sq. m.
  • Obligation to observe a 10-day quarantine for persons arriving to Poland by organised transport. People who will have an up-to-date Covid-19 test performed 48 hours before returning will be exempt from the quarantine.

Extension of existing rules

  • Restrictions on collective transport:

1.    50% of the number of seats, or
2.    30% of all seating and standing places, while at least 50% of seats are left in the vehicle.

  • In places where religious worship is held, restriction to a maximum of 1 person per 15 sq. m., at a distance of not less than 1,5 meters. In churches and religious worship facilities, the obligation to cover mouth and nose, excluding those who are conducting worship services. If the religious event is held outside, it is obligatory to keep a distance of 1.5 metres, as well as to cover mouth and nose.
  • Suspension of the organisation of cultural events and the functioning of cinemas and theatres, except for activities necessary for the preparation of artistic events such as rehearsals and exercises, record-making and audio-visual recordings and events transmitted by means of direct distance communication, without the participation of the public.
  • A maximum of 5 persons may attend a public meeting, while the distance between the meetings being no less than 100 meters.
  • No weddings, first communion or wake receptions.
  • Trade fairs and events can only be organised on-line.
  • Suspension of the operation of amusement parks.
  • Fitness centres, gyms and aquaparks remain closed.
  • Operation of hairdressing salons and beauty salons is possible under sanitary regime – minimum distance of 1.5 meters between stations and no more than 1 person per 1 work station, excluding staff.
  • Suspension of discos and nightclubs.
  • Competition and sporting events available only for professional sport and without audience participation.
  • Public and scientific libraries remain open, but with a limit of 1 person per 15 sq. m. of space dedicated to sharing collections.
