Prime Minister Jarosław Gowin launched consultations within the National Reconstruction Plan

Chaired by Prime Minister Mateusz Morawiecki and Deputy Prime Minister Jarosław Gowin, head of the Ministry of Economic Development, Labour and Technology, a broad public consultation of the National Reconstruction Plan was launched today (Friday, February 26). Poland will have more than 57 billion euros at its disposal under the EU Reconstruction Fund. Each Member State must prepare its National Reconstruction Plan (NRP) which will be the basis for using these funds.

We are approaching key months in the fight against the pandemic. We will encounter economic challenges that Europe has not been facing for a long time. The National Reconstruction Plan, which we are launching today in the consultation formula, is an important cornerstone of the whole structure of the investment plan. It is an introduction to the Polish New Deal. The National Reconstruction Plan after the Covid-19 pandemic presupposes an increase in the productivity, efficiency and competitiveness of the economy.  I would like to thank Deputy Prime Minister Jarosław Gowin for the whole economic component,

emphasised at the inauguration of the meeting Prime Minister Mateusz Morawiecki.

Deputy Prime Minister Jarosław Gowin, responsible for the Polish economy, is also convinced that the funds from the NRP will allow Polish economy to return to a rapid path of economic development following the crisis associated with the coronavirus pandemic.

I am sure that this money will be a new impulse for the economy. It will increase its competitiveness and productivity. At the same time, in line with the EU agenda, these funds will support green and digital transformation. We need to build economic foundations so that in future our, but also the European economy, would be as resilient as possible to the crisis and competitive in the world,

Deputy Prime Minister Jarosław Gowin was one of those who was personally engaged in talks with the Commissioners in Brussels on the most advantageous solutions adopted in the framework of the EU Reconstruction Fund and the EU budget. 

We need to prepare the best possible NRP. The deadline for its submission is the end of April and we have no delays in this matter.  We are in constant, working contact with the European Commission and I am convinced that the document we will prepare will be one of the best in Europe,

The areas of the economy that are to be strengthened with almost 19 billion Polish zlotys allocated under the NRP are, among others, the reconstruction and transformation of the sectors most affected by the COVID-19 crisis. As many as 5.4 billion zlotys will flow to entrepreneurs to diversify their economic activity and have them introduce more green solutions. Another 2.5 billion will be devoted to creating stable conditions for investment, including the implementation of planning and land use reform or the preparation of utility infrastructure at investment sites, in order to reduce the time required to launch production. 3.9 billion will be allocated to structural transformation supporting the Industry 4.0 Programme and the Circular Economy. Here, the ministry headed by Prime Minister Gowin considers, among others, supporting the creation of the market for secondary raw materials and reducing the negative environmental impact at every stage of the product life cycle. The funds from this pool will also be used to invest in unmanned mobility. Another 2 billion zlotys will also supply the area of knowledge transfer and innovation to the economy. The government wants to develop the research potential of the Łukasiewicz Research Network as well as to invest in scientific and technological infrastructure. 2.2 billion zlotys will be devoted to support the comprehensive reform of the labour market institutions and 2.7 billion zlotys to prepare staff, including setting up professional skills centres and supporting staff and enterprises enabling remote work.

I am sure that the reforms and investments under the NRP will make it possible to expand and modernise national production potential, and thus also of the EU production potential,

emphasises Jarosław Gowin and adds:

From the Polish perspective, an ambitious and assertive industrial policy would be a key element in the effective post-pandemic reconstruction, strengthening the EU’s resilience. That is why it must be a priority for our activities within the NRP. I would like – and I am convinced it will happen – to make sure that the joint efforts of our many ministries have the best effect in the form of a well-developed plan compliant with the requirements of the EC,

According to the guidelines presented by the European Commission in September 2020, Member States have time to submit their recovery plans by 30 April 2021.
