Public consultation of the National Reconstruction Plan has been concluded

Reforms in the area of digital and green economy, RES installations made by energy communities, as well as labour market changes are key issues raised at the initiative of Deputy Prime Minister, Minister of Economic Development, Labour and Technology, Jarosław Gowin, during the public consultation of the elements of the National Reconstruction Plan. Representatives of the Ministry of Economic Development, Labour and Technology took part in consultations of selected projects of the National Reconstruction Plan. The establishment of the NRP is a condition for our country to use the resources from EU Reconstruction Fund, the budget of which reflects EUR 750 billion, and of which Poland is one of the largest beneficiaries. The consultation was held from 1 March to 2 April 2021.
Coordination of the preparation of the NRP lies within the Ministry of Finance, Funds and Regional Policy. This ministry has conducted wider consultations on the whole draft document. Representatives of the Ministry of Economic Development, Labour and Technology have actively supported the Ministry of Finance, Funds and Regional Policy and launched the initiative of additional thematic consultation meetings, following the idea of dialogue with stakeholders.
We would like to thank all partners, local authorities, non-governmental organisations and representatives of entrepreneurs who participated in the consultative discussions dedicated to the NRP. The comments and conclusions collected during the meetings are an important voice in the debate on the shape of the NRP and will contribute to strengthening the competitiveness and resilience of the Polish economy, as well as confirm the partner-like and participatory approach of my team to cooperation with local authorities, business and NGOs,

The consultation provided a more detailed overview of specific initiatives, resulting in a reshaping or extension of their scope. The tangible outcome of the discussion was, for example, support for the proposal raised by the Ministry of Economic Development, Labour and Technology to extend the action developing the potential of the medicines and medical devices sector and the inclusion in the NRP of support for the expansion of national competences in the field of Earth observation and the dual use space technologies.
The consultation process does not end with the moment of formal approval of the NRP, but will continue in the course of its implementation. In future, the public consultation/review by the social partners in accordance with the current rules will cover specific actions foreseen for implementation under the NRP (in particular draft laws).
NRP – a plan to rebuild and strengthen Poland’s economy
The National Reconstruction Plan is a comprehensive programme of reforms and strategic projects aimed at restoring the economy after the pandemic crisis, but also strengthening it in the long term and rebuilding it for possible, subsequent crises.
Creation of the NRP stems from the European Recovery and Resilience Facility (RRF) and provides for EUR 750 billion of assistance directed to Member States. Poland is the fourth largest beneficiary of the programme. Our country is supposed to receive EUR 23.9 billion in non-repayable grants and EUR 34.2 billion in the form of possible loans.
Member States must present National Recovery Plans containing coherent packages of reforms and investments in order to obtain support from the Recovery Facility. In accordance with the timetable for the work, Poland must present the NRP to the European Commission by the end of April 2021.
Resources from the NRP are intended to the implementation of the six pillars of the European policy:
- green transformation,
- digital transformation,
- smart and sustainable economic growth,
- social and territorial cohesion,
- health care,
- policies for the next generation, children and youth.
It was assumed that 37% of expenditure from the NRP is to be devoted to climate neutrality and 20% of expenditure to the digital transformation of the economy.
Consultations on the NRP were held from 1 March to 2 April 2021
Review of the NRP project took place at the meeting of the Europe 2020 Strategy Team, with the participation of ministries, socio-economic partners and representatives of non-governmental organisations.
Below are listed the topic for additional meetings in the framework of the public consultations of the NRP conducted by the heads and representatives of the Ministry of Economic Development, Labour and Technology:
- reform of spatial planning
- support for the RES energy communities and the sectors most affected during the period of the pandemic
- increased drug security – with Polish Pharmaceutical Chamber, Polfarmed, Polish Association of Employers of the Pharmaceutical Industry, Infarma, Polish Union of Non-prescription Drug Manufacturers,
- RES installations carried out by the energy communities – with the participation of the National Chamber of Energy Clusters and KlastER (as part of the Gospostrateg programme),
- tourism – meeting of the Board of Experts for Tourism,
- labour market reforms – meeting of the Labour Offices convention with the participation of district and voivodeship labour offices, the Labour Market Council, business communities and NGOs, as well as the Joint Central Government and Local Government Committee
- enhancing remote work – involving ministries, socio-economic partners and representatives of NGOs and Polish Agency for Enterprise Development.
