We are going to help Polish citizens in purchasing, renting a flat or build a detached house - up to PLN 100 thousand for a family with three children

Housing vouchers and the government guarantee scheme for mortgage repayments are the new forms of assistance for purchasing or renting a flat – both for married couples and singles. The Ministry of Economic Development, Labour and Technology is currently developing mechanisms to meet the housing needs of Poles. The instruments constitute a part of the Polish Deal, announced today by Prime Minister Mateusz Morawiecki and Deputy Prime Minister Jarosław Gowin.
The instruments we are currently developing will be tailored to various life situations – financial possibilities and household sizes.
We want to support Poles in meeting their housing needs. This task is one of our priorities. There is still a number of Polish citizens who cannot afford to buy their own home, and the role of the government is to provide assistance.

The Ministry of Economic Development, Labour and Technology has prepared multiple clearly defined solutions bringing factual support for each Polish citizen. One of the proposals includes a housing voucher. What is it and how it is going to operate in practical terms? For instance, let us take a family with three children who dream of buying their own flat or house. As part of the housing voucher, this family is going to receive a subsidy of PLN 100,000. However, the voucher is not just a support for large families – it is an assistance for all Poles. The funding is also going to be provided to families with fewer children as well as singles.

Two types of housing voucher
Housing voucher is a new mechanism for providing financial support for people in order to help them meet their housing needs by renting or buying their own apartment/single-family house or building a single-family house.
The housing voucher will be granted in an amount calculated on the basis of the number of the members in each household, with particular emphasis with respect to the number of children and persons with disabilities.
The Ministry provides for two variants of housing voucher: social and family vouchers.
- The social housing voucher will be aimed at people who do not own their own home and whose income limits their ability to obtain credit. The voucher is going to be recognised by a Social Housing Initiative (participation in Social Housing Associations/Social Housing Initiatives) or a housing cooperative (housing contribution in Housing Cooperative) from which the flat is going to be purchased/rented.
Single-person households would receive an aid in the amount of PLN 5,000, a married couple without children – PLN 10,000, a married couple with one child – PLN 25,000, while a married couple with two children – PLN 40,000.
- A family housing voucher will be awarded to a household with at least 3 children or persons with disabilities. This type of voucher may be used to participate in a Social Housing Association/Social Housing Initiative, a housing down payment in Housing Cooperative as well as for the purchase of an apartment/single-family house or the construction of a single-family house. In the event that the family had not owned a flat or single-family house prior to the granting of the voucher, or if the area of the house or flat did not exceed 65 m2, the amount of the family housing voucher for a family with three children is going to amount to PLN 100,000. This amount will be further increased by PLN 15,000 for each additional child.
The family housing voucher is also going to apply if family members previously owned a flat larger than 65 m2. The total value of a voucher for a family with three children in such case is going to amount to PLN 55,000, with additional PLN 15,000 for each subsequent child.
Method for using the housing voucher
The housing voucher will be granted upon application, by a decision of the local organisational unit of the Social Insurance Institution.
The voucher can be redeemed between January 1st and December 31st December of the year following the year in which it was granted, with the possibility of extending its validity by another year – for a fee.
The funds will be transferred by intermediary banks – depending on the type of voucher - to the account of the relevant entity (i.e. Social Housing Association/Social Housing Initiative, Housing Cooperative, developer, etc.).
Government guarantee programme for the repayment of mortgage loans
The Ministry of Economic Development, Labour and Technology is also developing a programme designed for persons with credit standing who do not have the savings to cover the contribution required by banks. The initial assumptions state that the guarantee will be granted up to the amount of 40% of the total value of the flat in the case of a purchase without own contribution, both on the primary and secondary market. The effect of such a solution is to abolish or significantly reduce the obligation imposed on borrowers to make their own contribution.
