Active Parent adopted by the Council of Ministers. Dziemianowicz-Bąk: We make it easier for parents to combine childcare and work.

Last Tuesday (9.04.), the Council of Ministers adopted a draft bill on supporting parents in their professional activity and in the upbringing of a young child, i.e. Active Parent. This is an expanded version of the ‘babciowe’ (grandma’s benefit), prepared by the Ministry of Family Affairs, Labour and Social Policy headed by Agnieszka Dziemianowicz-Bąk.

"Active Parent" is a comprehensive solution. If mum or dad return to work and wish to use nursery care they will receive funding for this purpose. If they choose to use a nanny or a family member they will also receive funding. With no need to worry about children and their own plans, they will be able to return to work, grow and build a safe future for themselves. If a parent decides to stay at home with their toddler they will also receive support that is so important for a household budget when a child’s needs have to be taken into account.

The programme promotes freedom of choice. Parents who want to entrust their child to a grandmother, grandfather, family member or nanny and return to work will get state support. If they prefer to send their child to a nursery they will also get support. They will also be supported if they prefer a more traditional model and want to stay at home with their children. Childcare is an important work for society and the state - Minister Agnieszka Dziemianowicz-Bąk emphasised.

The programme will cover not only those parents who decide to return to work after the law comes into force but also parents who are active already. Work should be valued and the family should be supported - the head of the Ministry of Family, Labour and Social Policy added.

We are giving parents a choice and simplifying the whole benefit system to make it accessible, understandable and intuitive - Deputy Minister Aleksandra Gajewska pointed out.

Active Parent Programme

The programme provides three types of childcare subsidies for children up to the age of three:

- actively in a nursery (up to PLN 1,500)

- active parents at work (PLN 1,500 if a parent takes up work)

- actively at home (PLN 500 even for the first child, not starting with the second one as before, under the Family Care Capital)

Childcare subsidy for children with disabilities will be higher: it amounts to PLN 1,900 for the 'active in a nursery' and 'active parents at work' options.

The option for the child to remain in the care of a non-parent, e.g. a nanny or a grandparent, is regulated in the bill as the possibility to conclude an activation agreement. However, this is not a prerequisite.

The contract is beneficial for carers. It allows the state to subsidise the cost of pension and health insurance. It does not generate additional costs for parents.

In the case of grandmothers or grandfathers who are retirees, the contract will make it possible to apply for a recalculation of the contribution base and receive a higher pension benefit.

The "Active Parent" project will now be sent to parliament for more legislative work.
