Centres for Social Services - a new aspect of social policy in Poland, which is to make it easier for communes to provide various types of social services adjusted to the needs of a local community.

Centres for Social Services - a new aspect of social policy

In order to provide local communities with access to integrated social services, on 31 December 2019, the Ministry of Family, Labour and Social Policy announced a competition entitled „Support for the creation of centres for social services and the development of services provided by them”.

The legal framework allowing to create centres of social services was established by the Act of 19 July 2019, initiated by the President of the Republic of Poland, Andrzej Duda, on the provision of social services by a centre for social services.

What are CUS?

Centres for social services - these are new organisational units of communes and institutions of local social policy. These are places where social services from various systems are available: social welfare, family policy, health promotion and care, culture, public education, family-oriented policy, support for persons with disabilities.

The services are provided by various contractors, including both local government units and local entrepreneurs, social economy entities and non-governmental organisations.

Centres for social services:

  • provide the opportunity to obtain various social services in one place – without the need to go to the commune office, social welfare centre or other unit
  • ensure that the offer of social services is adjusted to the real needs of local communities and that these services are provided in a coordinated manner
  • contribute to the efficient and effective provision of social services to residents of communes on the scale and in the form they need it

Social services offered by centres for social services are addressed both to all residents of a commune and to social groups with special needs, e.g. persons with disabilities, the elderly people or large families.

Financing

We have allocated PLN 130 million from the European Social Fund and from the state budget for implementing the support. As part of the competition, we envisage the creation of 41 centres for social services, for a total amount of co-financing of about PLN 118 million.
