Unit description:
The Department of Demographic Policy ensures that tasks relating to demographic policy and tasks relating to the support of the family, foster care and adoption are carried out. In addition, the Department carries out tasks related to equal treatment and domestic violence in cooperation with the Minister for Equality.
The tasks of the Department include:
- preparing solutions, assumptions, programmes, strategies in the area of demographic policy, including the Demographic Strategy;
- implementing provisions contained in legal acts regulating the area of demographic policy within the competencies of the Minister;
- conducting analyses and evaluations of solutions, in particular legal solutions, with respect to their impact on fertility and family development;
- promoting and disseminating pro-family culture in cooperation with other departments, institutions and entities;
- initiating and giving an opinion on activities aimed at promoting good practices affecting family development and fertility, in particular those related to the reconciliation of parenthood and work;
- providing substantive support to programmes implemented in the Department, including administrative proceedings;
- cooperating on demographic policy with Statistics Poland, the Government Population Council, scientific and research institutions, opinion polling centres and other institutions;
- cooperating with ministries and central offices, local government units, NGOs and other entities in the development, opinion, implementation and implementation of legal solutions and good practices concerning demographic policy within the scope of the Minister's competence;
- cooperating with EU countries and with other countries within the scope of the Department's jurisdiction;
- preparing concepts for institutional and organisational solutions in the field of family support, foster care as well as domestic and foreign adoption;
- coordinating and monitoring tasks in the field of organising care for children in family and institutional forms of foster care and tasks in the field of organising and running adoption centres;
- conducting and monitoring foreign adoptions in accordance with the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption drawn up at The Hague on 29 May 1993, including issuing consents to conduct adoption proceedings;
- conducting administrative proceedings in matters of family support, foster care and adoption;
- developing assumptions and implementing projects co-financed by EU structural funds, in the area of Department's jurisdiction;
- developing, implementing and monitoring departmental and governmental programmes in the field of support for families raising children and foster care, as well as initiating research and promotional activities in the field of family support, foster care and adoption;
- organising and coordinating the evacuation of children from Ukraine, including placing groups of minors from foster care and their guardians in facilities on the territory of the Republic of Poland (RP);
- analysing and assessing the social situation and legal solutions in terms of respecting the principle of equal treatment, as well as applying to competent authorities to issue or amend legal acts in the field of equal treatment issues and counteracting domestic violence;
- initiating, implementing, coordinating and monitoring activities, including inter-ministerial activities, aimed at ensuring equal treatment as well as protection against discrimination;
- preparing and giving opinions on draft legislation and government programmes in the field of the principles of equal treatment;
- promoting, disseminating and popularising the issue of equal treatment, including carrying out activities to raise awareness of equal treatment, discrimination and its manifestations, as well as methods and strategies to counteract its occurrence;
- taking action to eliminate or reduce the effects of breaches of the principle of equal treatment;
- cooperating on matters related to equal treatment and counteracting discrimination with other countries, international and foreign organisations and institutions;
- implementing tasks related to counteracting domestic violence, including coordination of activities resulting from the Government Programme for Counteracting Domestic Violence 2024-2030;
- service for the Monitoring Team on Counteracting Domestic Violence.
