Tasks of the department:

The Department of Labour Market is responsible for the implementation of labour market solutions, employment promotion, labour activation, labour migration and the development of labour market institutions, as well as initiating and supporting the activities of public employment services.

The tasks of the Department include:

  • development of legal solutions, preparation, coordination and monitoring of strategies, programmes and plans in the area of the labour market, including labour migration, consistent with EU strategies in the area of employment;
  • monitoring and improving forms of assistance to support employment;
  • conducting matters relating to the coordination of the activities of the public employment services by the minister in charge of labour, including in particular ensuring uniformity in the application of the provisions relating to the status of the unemployed, their benefits and the employment of foreigners by providing explanations to employment authorities and other entities;
  • conducting administrative proceedings on unemployment status, unemployment benefits, admission of foreigners to the labour market and accreditation for job placement within the European Employment Services (EURES);
  • creation and dissemination of information and training tools, methods and materials for career guidance, job placement, supporting the development of competences of unemployed and working people, the EURES network and labour migration;
  • coordinating, monitoring and disseminating information on the activities of employment agencies;
  • monitoring the situation with regard to registered unemployment, activation of the unemployed, employment in the labour offices, the scale of notification of redundancies and collective redundancies;
  • implementing tasks related to the conduct of statistical surveys on registered unemployment;
  • creating and updating the Polish Classification of Occupations and Specializations;
  • planning and implementation of activities resulting from structural and other programmes financed by national and foreign funds;
  • coordinating matters related to the maintenance and development of information systems and electronic registers, including training institutions, employment agencies, EU or EFTA entrepreneurs with the status of employment agency, entities accredited to carry out job placement within the EURES and in the field of work performed by foreigners;
  • handling matters related to labour market councils, including handling the work of the Labour Market Council;
  • servicing councils or teams, other than those mentioned in point 12, established by order of the minister in charge of labour, acting for the benefit of the labour market, in particular with regard to the situation of women on the labour market;
  • preparing and publishing statistical data on the labour market, information on documents admitting foreigners to the labour market, information on clarifications of regulations;
  • participating in the work of Community bodies and cooperating with EU institutions on employment issues, including the European Employment Strategy, public employment services, job placement, EURES, vocational counselling, lifelong learning and labour migration, including freedom of movement of workers and representing Poland in the work of the Employment Committee and its working groups;
  • carrying out tasks related to the function of the deputy member of the Board of the European Public Employment Service;
  • carrying out tasks of the national coordinator of the Youth Guarantee, including coordination of substantial activities as regards implementation of this programme in Poland;
  • implementing tasks of the national coordination office of the EURES network;
  • coordinating the participation of the Polish Public Employment Services in the network of the European Public Employment Services of the EU and EFTA countries;
  • implementing reforms and investments under NRP within the scope of the Department’s authority;
  • developing assumptions and implementing projects financed from the EU structural funds within the Department’s area of competence;
  • coordinating the activities within the framework of the Integrated Qualifications System (IQS);
  • coordinating issues within the Ministry regarding the European Semester;
  • conducting matters related to the Minister's supervision over the Voluntary Labour Corps (Polish Ochotnicze Hufce Pracy, OHP);
  • implementing labour market programmes and pilot projects.
