A citizen of Ukraine may use free assistance of the district labour office or voivodeship labour office covering support in finding a job, mainly through job placement and vocational counselling.

Labour market - assistance for Ukrainian citizens

Obtaining assistance is possible through a direct visit in the employment office or in a remote form by phone contact with the employment office or the Infoline "Green Line" - tel. 19524, but you can also find information about job-seeking on the website of the Public Employment Service in the language version for Ukrainian citizens https://lang-psz.praca.gov.pl/uk/.

Step 1 - Contacting the Job Centre or the Green Line

Customer adviser

Without registering at the employment service, a Ukrainian citizen may contact the employment service by phone or go to the employment service where a customer adviser (vocational counsellor or labour counsellor) will conduct an interview and try to establish the client's situation (his/her qualifications, work experience, employability, job expectations etc.) in order to provide further assistance.

Step 2 - Getting help with job search

Placement services

A citizen of Ukraine can use the Central Job Database on his/her own without visiting the employment office by means of a computer, telephone or other mobile devices with Internet access (http://oferty.praca.gov.pl). It is also possible to search for job offers using a special mobile application ePraca (Android and iOS). Every day, approx. 70 thousand job vacancies are available daily.

A citizen of Ukraine may also use the assistance of a Customer Advisor who, having analysed his/her qualifications, will search the Central Job Database and provide information on matching job offers (employer's contact details).

Information on job seeking opportunities

A citizen of Ukraine can obtain information on how to look for a job on his/her own through freely available job search services (e.g. Pracuj.pl, Jobs.pl etc.).

An employee of the office may also provide information on the possibility of obtaining assistance from other public institutions/foundations etc. in the event of such a request by a Ukrainian citizen.

Information on principles of employment of foreigners

An employee of the Office may provide information on the rules of employment of a foreigner, including indication of the information available on the Internet in the Ukrainian language. An employee, after getting acquainted with the legal situation of a foreigner (the residence title held, work permits held, etc.) may advise on the best way of legalising work and indicate in which offices the matter should be dealt with and who should submit the application (the foreigner or the employer).

Vocational counselling

A Ukrainian citizen may also use the career guidance services provided by 340 district labour offices and career information and planning centres operating in 16 voivodeship labour offices. This service is particularly important for people who need help in solving their professional problems. Assistance may be provided in the form of individual contact between an employee of an office and a person who needs help, or through a telephone or Internet connection.

A citizen of Ukraine may receive support in

  • choosing a suitable profession 
  • change of qualifications
  • taking up a job
  • checking his/her competences, interests and professional talents
  • planning professional career development.

In addition, vocational counsellors will help to update information on the situation on the labour market, inform about the rules of running a business, provide assistance in writing application documents, provide information on other support institutions and provide information on the comprehensive offer of labour offices.  During a meeting with a vocational counsellor, a citizen of Ukraine may also use psychological tests and tests to examine general interests and aptitudes, the aim of which is to determine professional predispositions and potential.

Step 3 - Registration as an unemployed person at the employment office

Obtaining the status of an unemployed person by a citizen of Ukraine will enable the application to him/her of the full catalogue of forms of assistance specified in the Law on Promotion of Employment and Labour Market Institutions. This catalogue includes, among others:

  • vocational training,
  • co-financing of starting a business,
  • refunding employment (intervention works, public works, etc.)
  • reimbursement of travel and accommodation costs to and from the place of work,
  • reimbursement of costs of care for a child under 7 or a dependent person, etc.
