The Minister of Family and Social Policy Marlena Maląg presented in the Sejm the information about the results of government programmes supporting local governments in implementing tasks for families, seniors and persons with disabilities.
Minister Marlena Maląg informed the MPs that the support for families since 2015 had reached a level close to PLN 310 billion. Only this year, we allocate more than PLN 37 billion for solutions for persons with disabilities and their carers. In 2015, it was less than PLN 16 billion.
We are a responsible government thanks to which families were given their rightful place and support. The priority of our policy are social programmes supporting Polish families, seniors – said Minister Maląg in the Sejm.
Minister Maląg stressed that the support for families was extensive and comprehensive. These are the programmes such as Family 500+, Good Start, Family Care Capital, co-financing for nursery care, Toddler+.
Family
We allocated more than PLN 216 billion for the Family 500+ programme, and this programme covered 7 million children. Good Start means PLN 6.6 billion for more than 4.6 million schoolchildren. Family Care Capital amounts to as much as PLN 3.5 billion, and so far more than 220 thousand children have made use of it. The total amount of support exceeded PLN 3.5 billion.
For the youngest children
The Minister reminded that in January 2023 another edition of the Programme for the Development of Care Institutions for Children under the age of 3, Toddler+ until 2029, had been announced. In the first place, the Programme and its resources will be addressed to municipalities.
We estimate that thanks to the new edition of the programme, more than 100 thousand new places of care for children will be created across Poland. We will invest PLN 5.5 billion in expanding the network of nurseries and children’s clubs, i.e. more than twice as much as in previous years – said the Minister.
The objective of the new edition of the Programme is to create high-quality places of care for the youngest children all over the country, in particular, in municipalities where there are no care institutions at all.
What is worth stressing, the co-financing may cover up to 100% of the investment costs, since no own contribution is currently required.
For seniors
Another package of government programmes dedicated to supporting local governments in implementing their tasks are the programmes for elderly people. These include: the „Active+” Programme, the „Senior+” Programme, the Senior Citizens’ Support Corps and the „Care 75+” Programme.
The budget of the „Senior+” Programme is PLN 300 million – PLN 60 million in each year of its duration. In the years 2015-2022, nearly 1,200 „Senior+” Homes and Clubs were created, which offered almost 27 thousand places of daily support for elderly people. The total co-financing for implementing tasks under the „Senior+” Programme amounted to nearly PLN 300 million.
As part of the two editions of the „Active+” Programme in 2021 and 2022, non-governmental organisations implemented more than 640 projects for a total amount of almost PLN 80 million.
For persons with disabilities
Minister Maląg also mentioned a package of government programmes aimed at supporting local governments in implementing their tasks for the benefit of persons with disabilities.
From 2022, a number of measures have been launched as part of the comprehensive programme „Independence - Activity - Mobility” for the implementation of which PFRON will allocate PLN 800 million over the next three years – informed Minister Maląg.
The support is also provided from the funds of the Solidarity Fund, as part of the ministerial programmes: Personal Assistance and Respite Care. There is also the Senior Citizens’ Support Corps, created during the pandemic.
The Minister also stressed the importance of good cooperation with local governments, which, thanks to securing government funds, allows to achieve very ambitious goals.
We pursue a real family-oriented policy. The support for families with young children, for seniors and for persons with disabilities. We will continue to pursue this policy – summed up Minister Marlena Maląg.
