Pre-consultation of the draft “Strategy for the development of social services”

The concept of de-institutionalisation assumes a shift from institutional care to care provided in the family environment and local community. It has been included in the “Strategy for the development of social services” prepared at the Ministry of Family. The document has just been referred for consultation.

The concept of de-institutionalisation, assuming a shift from institutional care to care provided in the family environment and local community, in social terms refers mainly to the process of development of services provided at the level of local communities. De-institutionalisation is a paradigm for the development of social services, adopted both at the EU level and in the Polish national social policy, while being a multi-annual and multi-faceted process requiring long-term and multi-faceted measures.

A shift from institutional care to care provided in the family environment and local community is one of the criteria for fulfilling the basic conditionality for the cohesion policy in the social area for the years 2021-2027.

The activities related to de-institutionalisation of services have been included in the draft “National Programme for Counteracting Poverty and Social Exclusion. Update for 2021-2027 with a perspective to 2030”, where, as part of the individual priorities and measures of the Programme, initiatives have been planned on shifting from institutional care to care provided in the family environment and local community, in line with the pan-European guidelines in this regard.

Strategy of de-institutionalisation

The Ministry of Family and Social Policy has also prepared an additional, separate national strategic document on de-institutionalisation of social services in Poland – the “Strategy for the development of social services”.

The document has been drawn up on the basis of findings and conclusions developed within the framework of the Team appointed by the Minister of Family and Social Policy, also with the participation of a group of experts from the specific areas of services to which de-institutionalisation refers – these are, inter alia, persons with disabilities, the elderly, foster families, children and adolescents, persons with mental health problems and persons affected by homelessness.
