Salary supplements for nearly 200,000 social care, foster care and childcare workers aged under 3

On June 19th, the Council of Ministers adopted programmes developed by the Ministry of Family, Labour and Social Policy to fund as of July the PLN 1,000 gross per month allowances for employees who help others, care for children, support the elderly and those in need every day with their hard work. The programme will cover approximately 200,000 male and female employees.

Salary supplements for nearly 200,000 social care, foster care and childcare workers aged under three adopted by the government!

Who will receive the allowance?

1) The “Subsidising the salaries of employees of organisational units of social welfare in the form of an incentive allowance in the years 2024-2027” government programme.

The programme will cover employees working under a contract of employment in social assistance organisational units run by local government units or on their behalf (on the basis of Article 25 of the Act of 12 March 2004 on social assistance) performing the tasks of social assistance, who are included in the ministerial statistics (MRiPS-06 - Division 2. Employment in the social assistance system) in the following social assistance organisational units:

  • social welfare centres;
  • district family assistance centres;
  • social service centres - in the case of transformation of a social assistance centre into a social service centre under the provisions of the Act of 19 July 2019 on the implementation of social services by a social service centre (Dz. U., item 1818),
  • social welfare homes;
  • specialist advice centres, including family counselling;
  • crisis intervention centres;
  • support centres, including:
  • support centres for people with mental disorders (including community self-help homes),
  • day care centres,
  • homes for mothers with minor children and pregnant women,
  • shelters for the homeless,
  • shelters for homeless people with care services,
  • self-help clubs.

2) The “Subsidising the salaries of staff of family support and foster care units for in the years 2024-2027” government programme

The programme will cover employees of family support units and the foster care system employed on the basis of a contract of employment by organisational units of communes, administrative districts, provinces, as well as employees employed by non-public actors which, in accordance with Article 190 of the Act of 9 June 2011 on family support and the foster care system, perform the above-mentioned tasks upon commission of local local authorities, i.e:

  • family assistants,
  • family foster care coordinators,
  • employees of care and educational facilities,
  • persons employed to assist in professional foster families,
  • persons employed to assist in family foster homes,
  • staff at regional care and therapy facilities,
  • staff of intervention pre-adoption centres,
  • employees of day care facilities,
  • employees of adoption centres.

An employee of family support and foster care system unit in accordance with the Programme is a person employed under an contract of employment, who directly implements the activities specified in the Act of 9 June 2011 on family support and the foster care system or who performs activities of a servicing and administrative nature aimed at ensuring appropriate conditions for the implementation of the activities specified in the law by the above-mentioned institutions and centres.

3) The “Subsidising the salaries of professional foster families and those running family children's homes in the years 2024-2027” government programme

The programme will cover the entities acting as a professional foster family and people running foster family homes,

4) The "Subsiding the salaries in the form of an incentive allowance and the costs of contributions on these salaries for employees working in local government childcare institutions for children up to the age of 3 in the years 2024-2027” government programme

The programme will cover all employees working on the basis of a contract of employment, regardless of their position in local government childcare institutions for children up to the age of 3, namely the employees of:

  • crèches, children's clubs or day carers run by the local government;
  • local government groups of crèches and children's clubs;
  • local government care institutions and local government groups of crèches and children's clubs, which will commence operation and incur expenses related to the personnel employed in these institutions:         
  • during the calendar year from 1 July to 31 December 2024, and respectively
  • from 1 January to 31 December in subsequent years of the Programme period.

In what amount?

Persons eligible may receive the incentive allowance of PLN 1,000 gross each month per FTE under the Programmes.

The incentive allowance shall be granted for the period from 1 July 2024 to 31 December 2024. In subsequent years, the incentive allowance shall be granted for the period from 1 January to 31 December of a given year.

If the employee is working fewer or more hours, the incentive pay shall be pro-rated. In the case of professional foster families and people running foster family homes, the working time does not apply.

The incentive allowance shall be payable for the period of actual work performed for which remuneration is due (excluding periods of temporary incapacity to work). In the case of professional foster families and people running foster family homes, the incentive allowance shall payable for the period for which remuneration is due.

The incentive allowance shall be payable in proportion to the employment period.

Funds mobilisation procedure

  • Local government units determine the demand for funds from the state budget subsidy for incentive allowance for employees covered by the programmes.
  • The Provincial Offices communicate the aggregated demand to the Ministry of Family, Labour and Social Policy.
  • Verification of demand by the Ministry of Family, Labour and Social Policy.
  • Ministry of Family, Labour and Social Policy submits to the Ministry of Finance the information regarding the distribution of funds by province, and with regard to the programme addressed to professional foster families and people running foster family homes. Ministry of Family, Labour and Social Policy informs the regional governor of the amount of funds from the Labour Fund they can apply for.
  • Regional governors apply to the Ministry of Finance for funds from the state budget subsidy, and in the case of the programme aimed at professional foster families and people running foster family homes – the regional governors apply to the minister responsible for family affairs to be granted funds from the Labour Fund.
  • The Ministry of Finance allocates funds to regional governors by means of a decision (it does not apply to the programme aimed at professional foster families and people running foster family homes).
  • Transfer of funds from regional governor’s offices to local government units.
  • Local government units are taking steps to adopt measures for their budgets.
  • Local government units are taking measures to grant incentive allowance to employees, professional foster families and people running foster family homes.
  • Local government units are responsible for the payment of incentive allowance for employees, professional foster families and those running family children's homes.
