The Council of Ministers adopted a resolution on establishing the National Action Programme for Equal Treatment for the years 2022-2030

The major objective of the equal treatment policy is to eliminate discrimination from social life in Poland. This means, inter alia, influencing the creation and application of law and influencing social behaviour so that the principle of equal treatment, which is defined, for example, in Article 32 of the Constitution of the Republic of Poland, is not violated. The policy related to this area will be defined in the National Action Programme for Equal Treatment for the years 2022-2030.

Major objectives of the programme

  • Counteracting violation of the principle of equal treatment, in particular, on the grounds of: gender, race, ethnic origin, nationality, religion, belief, philosophy of life, disability, age or sexual orientation.
  • Raising public awareness of equal treatment, including the causes and consequences of violation of this principle.
  • Cooperation with social partners, non-governmental organisations and other entities in the field of equal treatment.

Priorities and most important actions

  • Anti-discrimination policy.
  • Analysis and monitoring of the provisions of the Act of 3 December 2010 on the implementation of some regulations of European Union regarding equal treatment and their application.
  • Analysis and monitoring of regulations that fall within the competence of individual ministers when it comes to respecting the principle of equal treatment.
  • Improving the cooperation mechanism for the policy of equal treatment within the framework of government administration at the central and voivodeship level;
  • Work and social security.
  • Supporting equal opportunities for women and men in the labour market.
  • Promoting women in managerial positions.
  • Supporting groups vulnerable to discrimination in the labour market on the grounds of age, disability, race, nationality, ethnic origin, religion, belief and sexual orientation as well as family status.
  • Promoting social clauses in public procurement.
  • Education
  • Developing positive relationships in the school environment, shaping social and altruistic attitudes, respect for the dignity of all people and their diversity.
  • Support for schools and preparing teachers for working with children with special educational needs and their parents.
  • Health
  • Improving access to health services for people at risk of exclusion.
  • Improving the competence of healthcare professionals when it comes to communication with patients with disabilities.
  • Promoting health prevention and an active lifestyle.
  • Access to goods and services
  • Improving the accessibility of public services.
  • Supporting people with special needs by enabling them to use new technologies preventing e-exclusion.
  • Awareness building
  • Implementation of social campaigns aimed at counteracting discrimination and shaping tolerance.
  • Preventing and improving the effective prosecution of hate crimes.
  • Implementation of measures aimed at shaping a positive perception of old age and elderly people in society.
  • Carrying out awareness-raising measures addressed to the general public, showing the dignity of the person and making people sensitive to the phenomenon of physical, psychological and economic violence, in particular, against women, children, elderly people and persons with disabilities.
  • Promoting language based on respect and reliable sources of information to limit the spread of „hate speech”.
  • Counteracting the promotion of an image violating the dignity of women and children.
  • Data collection and research
  • Reports and analytical and poll research on implementing the principle of equal treatment and non-discrimination in Poland.
  • Monitoring crimes motivated by prejudice and the phenomenon of so-called „hate speech”.
  • Coordination
    • Including the equality policy in cooperation with non-governmental organisations and social partners when it comes to shaping and monitoring the equal treatment policy.
