The Council of Ministers adopted the National Action Plan for Employment 2022

On 21 June this year, the Council of Ministers adopted the National Action Plan for Employment 2022 (NAPE 2022).

Record low unemployment in May

The legal basis for the Plan is art. 3 (1) of the Act of 20 April 2004 on Promotion of Employment and Labour Market Institutions (Journal of Laws of 2022, item 690, as amended). The draft NAPE 2022 in January and February this year was the subject of arrangements and social consultations. After their completion, in connection with the Russian aggression against Ukraine, numerous references were made in the draft to the actions undertaken in March this year by the Polish Public Employment Services (PES) for the integration of persons coming to Poland from Ukraine into the labour market.

The employment policy priorities for 2022 indicated in the NAPE 2022 are on the one hand a response to the current challenges - resulting from the need to strengthen the economy and the labour market after the period of the pandemic and the ongoing war in Ukraine, and on the other hand - a response to long-term trends in the global economy observed for several years, some of which have additionally accelerated in the last two years (digitisation and technological progress).

Currently, the most important challenges for European labour markets, including the Polish one, are to return to a path of economic growth, to ensure the resilience of labour markets to the impact of geopolitical events and, in the medium term, to develop people's skills so that they are able to work satisfactorily in the age of digital and energy transition.

Additional determinants for employment policy objectives and actions are demographic processes (including ageing and labour migration), as well as a new approach to employment policy emphasising the creation of high quality jobs, the reconciliation of work and family life, and effective support from public employment services.

The main objective of the NAPE 2022, resulting from the above context, is the increase in professional activity and growth of employment, and the detailed objectives - realised through targeted measures - are:

  • Better matching of human resources' skills to labour market requirements
  • Improvement of the quality of employment and labour productivity in Poland
  • Effective and equitable use of Poland's human resources capital
  • Modernisation of Public Employment Services and increase of effectiveness of active labour market policies
  • Effective and targeted management of economic migrations
