The government adopted the draft act on Family Care Capital

The new regulations are to enter into force on 1 January 2022 and provide for the introduction of a new benefit addressed to families with children – a maximum of PLN 12,000 for the second and subsequent child. Also, support of the care system for children up to the age of 3 will be increased.
Family Care Capital is part of the “Polish Order”, a series of reforms that are to provide a development stimulus for Poland after a period of fighting the negative effects of the COVID-19 pandemic. On Tuesday, the government adopted a draft act on Family Care Capital
This is a very important issue for Polish families. Combining work and family life is often a challenge, especially for young parents. Family Care Capital has been created to support families. We are taking an important step on the way towards strengthening Polish families – said Prime Minister Mateusz Morawiecki during Tuesday’s meeting with the families in Żabia Wola.
The support of the Polish state should serve families. We will never give it up. We are building a Poland of happy families. The solutions proposed in the Polish Order serve Polish families – adds the Minister of Family and Social Policy, Marlena Maląg.
Family Care Capital
The Family Care Capital will be granted for every second and subsequent child in the family, aged from 12 to 36 months, in the maximum amount of PLN 12,000 per child. Parents will be able to choose whether they want to receive PLN 500 per month for two years or PLN 1,000 per month, but for a year.
The support will be independent of a family’s income and the funds will not be subject to taxation. The benefit will also be granted to families who will have the second and subsequent child aged from 12 to 36 months on the date of entry of the Act into force. These persons will be able to receive support proportionally for the period from 1 January 2022 until reaching the age of 36 months by the second or subsequent child.
Poland is facing serious challenges related to unfavourable demographic trends. The government’s response to these challenges is an active family-oriented policy, which, in addition to such programmes as “Family 500+”, “Good Start” or “Toddler+”, will offer the Poles new support as part of Family Care Capital. The proposed support will encourage them to have more children and will create better conditions for their upbringing – says the Minister of Family and Social Policy, Marlena Maląg.
Amendments to the Act on care for children under the age of 3
The proposed regulations also provide for amendments to the Act on care for children under the age of 3. Co-financing will be introduced for a child’s stay in a nursery, children’s club or day-care facility in the amount of PLN 400 per month. Co-financing will be used to cover the fee for a child’s stay in the care institution. This will apply to children who are not covered by family care capital.
It is estimated that in 2022 about 615 thousand children will benefit from Family Care Capital, while co-financing for a child’s stay in a nursery, children’s club or day-care facility will cover another 110 thousand children.
