Amendment to the EFDD Programme adopted by the Council of Ministers
13.06.2023
The Council of Ministers has adopted a resolution on amendment to the European Funds for Digital Development 2021-2027 (EFDD) programme, submitted by the Minister of Development Funds and Regional Policy. The amendment to the Programme relates to the simplification of accounting for expenditure in projects related to increasing access to ultra high-speed internet.
Investment in broadband Internet means not only levelling of the playing field and providing universal access to the network - especially in the smallest towns and villages with dispersed buildings - but also increasing the competitiveness and further development of the Polish economy
- says the Minister of Development Funds and Regional Policy, Grzegorz Puda.
As he points out, all projects concerning increasing the access to ultra high-speed internet after the EFDD amendment will be accounted for using unit rates. This will be a significant simplification for the EFDD beneficiaries. The amendment will take effect as soon as the European Commission has issued its decision approving the amendment to the Programme.
Key solutions
- All projects related to increasing access to ultra high-speed internet will be accounted for using unit rates.
- Easier accounting of the recurring and homogeneous costs associated with building broadband infrastructure.
- The use of a unit rate will allow the Intermediate Body implementing the Programme to focus on substantive support for beneficiaries and will reduce the risk of errors during the settlement of payment claims. It will also speed up and streamline the investment process.
EFDD 2021-2027
The European Funds for Digital Development programme for 2021-2027 is a continuation of the Digital Poland programme for 2014-2020 and represents the next stage of the country's digital transformation.
The scope of support of the Programme is complementary to the support of other programmes implementing the Cohesion Policy Objectives for 2021-2027 and other national and EU instruments. The programme will expand access to ultra high-speed broadband internet, advanced e-services, increase cyber security and enhance the digital competence of the society.
The Programme will be financed from the European Regional Development Fund (EFRR). The total amount earmarked for investments and projects is EUR 2 billion.
