European Funds for a Modern Economy - we are opening consultations

PLN 36 billion constitutes the budget of the European Funds for a Modern Economy Programme (FENG), successor to the Intelligent Development Programme (IDP). The FENG will support among others research, implementation of innovations, use of advanced technologies, growth of competitiveness of Polish SMEs, and industrial transformation and entrepreneurship. The meeting commencing public consultations was opened by the deputy minister for funds and regional policy, Małgorzata Jarosińska-Jedynak. The FENG consultations will last until 14 April 2021.

We have allocated almost EUR 8 billion, i.e. around PLN 36 billion, for implementation of the European Funds for a Modern Economy Programme. The programme will be implemented on the territory of the whole country, which will ensure high cohesion of the planned support and will positively influence the development of the innovation system in Poland

- said Deputy Minister Małgorzata Jarosińska-Jedynak, while opening of the consultations.

As the deputy head of the Ministry of Funds and Regional Policy emphasised, detailed information on the FENG budget will be specified after completion of works on the Partnership Agreement.

The FENG for increasing the potential of Polish innovation system

The European Funds for a Modern Economy will be available to entrepreneurs and companies, institutions from the scientific sector, consortia of companies and business environment institutions, i.e. entrepreneurship, innovation centres and financial institutions.

The FENG will offer grants, equity and guarantee financial instruments, instruments combining repayable and grant financing. The FENG will be implemented under three priorities:

Support for entrepreneurs, i.e. providing co-financing in the areas of R&D, implementation of new solutions, internationalisation, development of competences, automation and robotisation, green economy.

Innovation-friendly environment, i.e. supporting projects of strategic importance for Polish economy, including, among others, extension of public research infrastructure, transfer and commercialisation of technologies developed at universities and institutes, as well as strengthening potential of business environment institutions such as accelerators, clusters, research institutions and broad support for start-ups.

Technical assistance, i.e. ensuring systemic support for potential beneficiaries through implementation of actions encouraging and facilitating application for funds from the programme, continuation of STEP and Innovation Coach, supporting beneficiaries in the implementation of projects, as well as providing administrative support.

Subsequent steps

The FENG consultations are open until 14 April. The draft FENG document is available on the website at poir.gov.pl/2021-2027. All interested parties can participate in the consultations. Following the consultation, the draft will be adopted by the government and forwarded to the European Commission.

The FENG is one of 9 national programmes in the new EU financial perspective that Poland will be able to use in the coming years. In January and February, consultations of the draft Partnership Agreement for 2021-2027 were conducted in all 16 voivodships. There is EUR 76 billion in this pool under the cohesion policy funds and the Just Transition Fund. The funds available under the national and 16 regional programmes, as well as the Reconstruction Fund, the Just Transition Fund, are complementary, complementing each other, so as to bring the greatest benefit to Polish economy.

On DotacjeNaInnowacje.gov.pl everyone will find practical advice on running innovative activities, how to benefit from grants and inspiring examples of various innovations.

Effects of the OPIR (31.12.2020) on the basis of agreements concluded

  • more than 9 thousand unique entities (entrepreneurs, research units, universities, etc.) that were granted support;
  • PLN 27.04 billion (the amount of EU support) - the value of support granted to entrepreneurs;
  • PLN 24.43 billion - the amount of funds launched by entrepreneurs;
  • 18,9 thousand jobs created;
  • 420 R&D Centres established;
  • 3.2 thousand patent applications submitted;
  • 4.9 thousand of implemented R&D works results;
  • 361 commercialised R&D works carried out by scientific entities;
  • 82.6 thousand foreign trade contracts signed;
  • 136 supported start-ups;
  • PLN 30.50 billion - total value of R&D projects (EU contribution: PLN 19.23 billion).
