Government programme will support 22 poviats in the border belt

With the participation of Deputy Minister Jacek Protas, a series of consultation meetings on the draft programme for the development of north-eastern border areas began in Rzeszów. Its aim is to improve the quality of life of residents and boost socio-economic development. All activities will fit in with current development trends while respecting the environment.
We will support the activities of those local authorities in north-eastern Poland that have suffered most due to the Russian aggression against Ukraine and the hybrid war on the Polish-Belarusian border,
announced Jacek Protas, Deputy Minister for Development Funds and Regional Policy.
The Russian-Ukrainian conflict has contributed to the deterioration of the socio-economic situation of the border areas, including the loss of their attractiveness for tourists, decline in trade and difficulties in cross-border communication. The significant influx of refugees from Ukraine to Poland resulted in a reduction in the quality and availability of public services, especially health and education and social services. This situation affects the functioning of local economies and labour markets.
What we will invest in
We have designated four main activities to be supported under the programme:
- improving road transport infrastructure and road safety;
- developing green and blue infrastructure to protect the environment;
- creating conditions for the development of sustainable tourism;
- improving educational, health and social infrastructure.
These activities will be carried out in close cooperation between local authorities, provincial governments and government administration. They are designed to create a synergy effect based on the natural potential of the area covered under the programme,

For whom
The programme will cover 22 poviats in four voivodeships: Podkarpackie, Lubelskie, Podlaskie and Warmińsko-Mazurskie.
These are the following poviats and voivodeships:
Podkarpackie voivodeship: Lubaczowski, Jarosławski, Przemyski, Bieszczadzki, the city of Przemyśl;
Lubelskie voivodeship: Bialski, Włodawski, Chełmski, Hrubieszowski, Tomaszowski, the city of Biała Podlaska, the city of Chełm;
Podlaskie voivodeship: Augustowski, Sokólski, Białostocki, Hajnowski, Siemiatycki;
Warminsko-Mazurskie voivodeship: Braniewski, Bartoszycki, Kętrzynski, Węgorzewski, Gołdapski.
There are 170 municipalities in total and three cities with county rights, i.e. Przemyśl, Biała Podlaska and Chełm.
Scale of support
Funding for the implementation of the programme will come from the specific reserve of the state budget in the amount of PLN 500 million, of which PLN 125 million will be allocated to each voivodeship.
At least PLN 625 million, including the contributions of local government units, will be available for the co-financing of the development policy measures of the eastern border areas in the 2024-2030 period.
The maximum amount of funding under a single application is PLN 2 million. One local authority can receive grants for up to two investment tasks.
