National Recovery Plan - we are programming EU funds for Poland

The National Recovery Plan (NRP) is a comprehensive document that sets out the objectives for rebuilding and creation of Poland's socio-economic resilience following the crisis caused by the COVID-19 pandemic. It includes proposals for reforms and investments that will help Poland get back on the path to development. Consultations on the National Recovery Plan begin on 26 February. On 2, 4 and 9 March, debates on the NRP will be held.
The National Recovery Plan is drawn up in the Ministry of Funds and Regional Policy. This type of document is prepared by each Member State of the European Union. The NRP constitutes the basis for benefiting from the Instrument for Reconstruction and Enhancing Resilience. The value of the Instrument is EUR 750 billion. Poland will have around EUR 58 billion at its disposal from this pool. This amount consists of EUR 23.9 billion in grants and EUR 34.2 billion in loans.
The funds which we negotiated for Poland at the July summit of the European Council are the largest in history. We are adding to them money from the national budget. All in all, this is a substantial amount of money that we are putting into rebuilding the economy after the pandemic. One of the tools to achieve this goal will be the National Recovery Plan. We want to stress that this is not only a remedy, it is also a way to make Polish economy more resilient

The instrument has three main objectives: to help repair the direct economic and social damage caused by the coronavirus pandemic, to restore the resilience of the European Union economies and to prepare the community of states for future unforeseen circumstances.
Money under the NRP will be invested in five areas:
- resilience and competitiveness of the economy - PLN 18.6 billion
- green energy and reduction of energy intensity - PLN 28.6 billion
- digital transformation - PLN 13.7 billion
- accessibility and quality of healthcare - PLN 19.2 billion
- green and intelligent mobility - PLN 27.4 billion

Complementary actions
In January and February, during intensive consultations of the Partnership Agreement, we showed where we want to invest the EUR 76 billion available for Poland under Cohesion Policy and the Just Transition Fund. Today we take another step. We are opening public consultations of the National Recovery Plan

The minister added that the funds available under the individual EU instruments, i.e. the Reconstruction Fund, the Cohesion Policy for 2021-2027 and the Just Transition Fund, are complementary.
These measures must complement each other so as to bring the greatest possible benefits to the Polish economy

In line with the priority goals set by the European Union and Poland's development needs, money from the Instrument for Reconstruction and Enhancement of Resilience will be invested in, among others, health care, transformation towards a low-carbon, greener economy, innovative solutions, environmentally-friendly transport and the dissemination of digital solutions.
Work stages
We have already completed the most important and labour-intensive tasks. We have collected and analysed project proposals from ministries and regions. Thanks to this we know what the investment needs are across the country

In total, the Ministry of Funds and Regional Policy received 1,200 projects submitted by ministries involved in the work on the NRP, regions and social and economic partners. Ideas were collected from July to August 2020. In parallel, an NRP matrix was created containing the reforms and types of projects to be co-financed from the NRP. Poland has been in informal dialogue with the EC on this issue since November.
On 26 February, public consultations of the National Recovery Plan conducted by the Ministry of Funds and Regional Policy begin. They will last until 2 April. Anyone can participate in the consultations. Following social agreement on the draft NRP, it will be forwarded to the Council of Ministers for consideration.
Poland has until the end of April 2021 to submit the NRP to the European Commission. In turn, the Commission will have two months to accept the plan.
