NRP – a great plan for Poland

Poland will receive PLN 67 billion under the National Recovery Plan this year. PLN 27 billion is already at work in the Polish economy, with a further PLN 40 billion to arrive before the end of the year.
It will soon be a year since the elections and, in the case of the Ministry of Development Funds and Regional Policy, 10 months since the National Recovery Plan was unblocked. On 15 December 2023, I promised that we would report on the implementation of the NRP and transparently inform citizens about what was happening with this major investment project,
said Minister for Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz during a press conference on Friday.
67 billion is the total amount of funds under the first three NRP payment claims. Of this, PLN 27 billion are funds that have already been received and PLN 40 billion are to be transferred under the 2nd and 3rd payment requests.
We have already concluded 600,000 contracts. Their beneficiaries include kindergartens, small businesses, as well as major infrastructure investments. We have already contracted one-third of the grants, i.e. 30 per cent of the grant pool available under the NRP. We have made transfers from the NRP of almost PLN 6.5 billion. By the end of the year, it will be a further £5 billion. We are planning to invest between PLN 80 and 100 billion next year,
informed Minister Katarzyna Pełczyńska-Nałęcz.
The largest disbursement under the NRK to date has been for the Clean Air programme.
For PLN 3.7 billion, we financed 230,000 thermal modernisations. The target is 380,000 insulated single-family homes. Nearly PLN 0.5 billion has gone towards eliminating white spaces in broadband internet access – the target will be access for 800,000 households,
emphasised Minister Katarzyna Pełczyńska-Nałęcz.
Almost 1,000 social economy entities have also been subsidised under the NRP. This is a very important qualitative investment that has essentially been finalised. It guarantees education, jobs for people with disabilities and excluded people who are struggling to find their way in the market economy.
NRP is also about major investments
Wind farms in the Baltic Sea are one of the largest investments. A whole network of other investments is linked to it, e.g. investments in installation and service ports, transmission networks and distribution networks. For example, an agreement was signed last week for the establishment of an installation terminal in the Port of Gdańsk.
October will see the start of the design phase of an extremely pro-development project – the Polish satellite observation system. It provides for the launch of the first Polish observation satellites. The first such satellite will be launched as early as next year, followed by three more in 2026. The role of this system is very multi-faceted, and it will perform security functions related to emergency situations such as floods,
the head of the MDFRP pointed out.
NRP on social media
The Ministry of Development Funds and Regional Policy has launched a new website: www.kpo.gov.pl and social media channels on FB (https://www.facebook.com/krajowyplanodbudowy) and YT (https://www.youtube.com/@KrajowyPlanOdbudowy). They contain information on current calls for proposals, as well as on how the NRP money is invested and how it is changing Poland.
The National Recovery and Resilience Plan is a programme to strengthen the Polish economy. After the latest revision, the NRP consists of 57 investments and 54 reforms. Under the National Recovery Programme, Poland will receive EUR 59.8 billion (PLN 254.7 billion), including EUR 25.27 billion (PLN 107.6 billion) in grants and EUR 34.54 billion (PLN 147.1 billion) in preferential loans. According to EU targets, almost 45 per cent of the NRP budget is allocated to climate objectives and more than 21% to digital transformation.
