Poland has submitted the second and third payment applications from the NRP for PLN 40 billion

"Poland has sent its first request for payment from the National Recovery Plan to the European Commission. The total amount of payments from these two proposals will be greater than the previous one and could amount to more than PLN 40 billion (around €9.4 billion), including more than PLN 17.5 billion (€4.1 billion) from the grant part and more than PLN 22.6 billion (€5.3 billion) from the loan. The money should arrive in Poland later this year.
I have just simultaneously signed two payment applications from the NIP for a total of PLN 40 billion. We had announced PLN 30 billion, but thanks to the tremendous efforts of all ministries and institutions that implement the NRP, it was possible to attain the 41 milestones envisaged for the 2nd and 3rd proposals. As a result, we were able to request the maximum amount,
said Minister for Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz.
Of these funds we have applied for today, the largest investments will go to insulation of single and multifamily houses, modernisation and construction of railway lines, Poland's food security in the broadest sense. We will also allocate very substantial funds next year to, among other things, long-term care in district hospitals and to cardiology and oncology hospitals,
emphasised Minister Katarzyna Pełczyńska-Nałęcz.
The race to invest with the NRP is on in Europe. A race that we entered this year from the last place. In the space of a few months, we have moved up nine places. We are ahead of Sweden, Hungary, Spain, Germany, the Netherlands, Ireland, Finland, Austria and the Czech Republic. We are still far from the leaders such as France, Denmark or Italy, but with the pace we have imposed on ourselves this year and with the rate of investments we are making, we can expect that, despite its 2-year delay, Poland will continue to climb up in this European classification in the foreseeable future, and will soon jump into the top half of the ranking,
said Deputy Minister of Development Funds and Regional Policy Jan Szyszko.
We have already contracted about one-third of the NRP subsidies for Poland. This has been achieved thanks to the tremendous efforts of the Polish government and local governments and all those involved in the implementation of the NIP – from the negotiation stage to those who submit payment applications and implement these projects,
added the deputy head of the MDFRP.
Some of the areas where the funds from the second and third payment requests from the NRP will be spent:
- Polish wind farms in the Baltic Sea,
- Clean Air Programme,
- digital education,
- National Cancer Network,
- spatial planning,
- railways.
We plan to send out the next double payment application under the NRP (4th and 5th applications) in December this year, totalling over PLN 31 billion (€7.3 billion). In the next two years, we will be sending out single applications.
Procedure for assessing applications under the NRP
The European Commission has two months (i.e. until mid-November this year) from the submission of the two NRP payment claims to prepare their preliminary assessment. It is then submitted by the EU Member States for an opinion at meetings of the Economic Policy Committee and the Economic and Financial Committee, which have four weeks to issue their opinions. Both proposals are also reviewed by the Recovery and Resilience Facility (RRF) Committee. On this basis, the European Commission issues a decision, which in turn triggers the payment request. This means that funds from both proposals can be expected at the end of 2024.
The NRP consists of 57 investments and 54 reforms. Under the National Recovery Programme, Poland will receive EUR 59.8 billion (PLN 256.5 billion), including EUR 25.3 billion (PLN 108.5 billion) in grants and EUR 34.5 billion (PLN 148 billion) in preferential loans.
