Programme Contract for the Dolnośląskie Voivodeship signed

More than 2.2 billion euros to be received by the Dolnośląskie voivodeship in the implementation of the cohesion policy. Minister Grzegorz Puda and the Dolnośląskie Voivodeship Executive Board have signed a Programme Contract. The document is the starting point for the formal negotiations with the European Commission regarding the European Funds for Lower Silesia 2021-2027 regional programme. The Programme Contract for Lower Silesia entails extensive support for innovativeness and energy transformation.

Programme Contract for the Dolnośląskie Voivodeship signed

‘The negotiations between the municipality and the government concerning the signing of a Programme Contract have ended. Now we will discuss detailed provisions with the European Commission. A Programme Contract is a document that sets out certain directions, an objective which the Dolnośląskie Voivodeship will pursue’,

Minister of Development Funds and Regional Policy Grzegorz Puda said.

Pursuant to the Partnership Agreement for 2021-2027 adopted by the government Poland will receive more resources than any other EU state. Resources from the EU cohesion policy are transferred for management to the provincial governments through programme contracts.

A programme contract concluded between the government represented by the Minister of Development Funds and Regional Policy and a voivodeship executive board defines directions and conditions for disbursement of EU funds and key projects under the regional programme.

The European Funds for Lower Silesia 2021-2027 regional programme will be financed by the European Regional Development Fund (ERDF) with more than 1.2 billion euros, European Social Fund PLUS (ESF+) with almost 0.5 billion euros and the Just Transition Fund (JTF) with more than 0.5 billion euros.

The funds will be assigned to the implementation of important investments in the region. Therefore, the Programme Contract for the Lower Silesian Voivodship includes a package of priority undertakings aimed at supporting the development of the region and improving the quality of life of its inhabitants, in particular in the following areas: innovative and smart economic transformation, mitigation of climate change, sustainable urban mobility and sustainable urban development, among other things:

  • Supporting the promotion and internationalization of enterprises, including regional economy promotion (estimated financing: more than 8 million euros),
  • Revitalisation of railway No. 310 between Kobierzyce and Łagiewniki Dzierżoniowskie (estimated financing: more than 12 million euros),
  • Purchasing AOS equipment for a new oncology and pulmonology hospital in Wrocław (estimated financing: 26 million euros),
  • Development of cycle paths in Lower Silesia – Dolnośląska Cyklostrada (Lower Silesia Cycleway) (estimated financing: 31 million euros),
  • Helping pupils with disabilities under the Lower Silesia Sprawny Uczeń (Able Pupil) programme (estimated financing: 1 million euros).

The total estimated financing amounts to more than 632 million euros.

While coordinating regional policy, the Ministry of Development Funds and Regional Policy cooperates with all local governments to use their internal potential and specialisations effectively in order to attain sustainable development of the country, which will create conditions for an income increase and an equal standard of living for the entire population of Poland.
