Deputy Minister Maria Ejchart and the British Delegation Visit the Warsaw-Białołęka Detention Center

Deputy Minister of Justice Maria Ejchart, together with a British delegation led by the Deputy Minister of Justice, Lord Ponsonby of Shulbrede, visited the Warsaw-Białołęka Detention Center on November 15, 2024. The visit was part of the British delegation's trip to Poland, aimed at strengthening cooperation in criminal matters.

The visit followed the events of the previous day, during which a Memorandum of Cooperation on Criminal Matters was signed between the Polish Ministry of Justice and the Home Office and Ministry of Justice of the United Kingdom. This memorandum aims to strengthen bilateral relations, exchange experiences in criminal law, and promote and protect human rights.

During the visit to the Warsaw-Białołęka Detention Center, the Polish penitentiary system was presented, and topics related to rehabilitation and the execution of custodial sentences were discussed.

The Polish side presented the priorities of the Ministry of Justice and key elements of the penitentiary system’s organization. Particular attention was given to the electronic monitoring system, which was discussed by representatives of the Electronic Monitoring Office of the Central Prison Service Authority (CZSW). The types of monitoring—stationary, mobile, and proximity-based—were presented, along with the devices used in this system.

The visitors also toured the therapeutic ward for individuals addicted to alcohol, the diagnostic center, the school, recreational yards, and the production hall. An important part of the visit included conversations with inmates, which allowed for the exchange of insights on rehabilitation conditions.

The British delegation noted numerous similarities between the penitentiary systems of Poland and the United Kingdom, including shared challenges related to implementing more effective rehabilitation methods.

The hosts of the meeting were: the Director of the Warsaw-Białołęka Detention Center, Lt. Col. Łukasz Pieńkos; the Director General of the Prison Service, Col. Dr. Andrzej Pecka; and the Regional Director of the Prison Service in Warsaw, Lt. Col. Marcin Nowakowski.

Deputy Minister Maria Ejchart was accompanied by the Advisor to the Minister of Justice for International Relations, Remigiusz Henczel, and Przemysław Kazimirski from the Department of Execution of Judgments and Probation.

The visit emphasized the importance of international cooperation in the development of penitentiary systems and the protection of human rights.
