Meeting of the Minister of Justice, Prosecutor General Adam Bodnar with ambassadors of EU member states

Minister of Justice, Prosecutor General Adam Bodnar met today (June 10, 2024) at the Embassy of the Kingdom of Belgium in Poland with ambassadors of EU member states.

The main topic was presenting the government's and Minister of Justice's efforts to reform and repair the justice system and restore constitutional order in Poland.

Host of the meeting was the Ambassador of Belgium to Poland, Rik Van Droogenbroeck, as his country currently holds the EU Presidency. Minister Bodnar thanked the diplomats for supporting Poland and its government.

Poland is determined to implement the changes presented in the Action Plan as quickly as possible. A clear sign of their acceptance was the European Commission's decision to lift the procedure against Poland under Article 7 of the Treaty on the European Union.

Minister Bodnar informed about the main directions of action taken by the Ministry of Justice. These include analyzing the proper functioning of the Justice Fund, preparing amendments to code regulations, reforming the judiciary and prosecution, reviewing all proceedings related to the rule of law before the ECHR and the CJEU, and working with the Ministry of Foreign Affairs on the draft law on executing ECHR judgments. The new regulations aim to ensure that every judgment and decision of the Court is fully and promptly executed.

Discussing the government's actions, Minister Bodnar pointed out their three-dimensional nature. These include personnel changes in the sphere of the rule of law and justice, institutional and legislative changes, and issues of accountability for those who violated the principles of the rule of law and constitutional order over the past eight years.

Answering several questions from EU ambassadors, Minister Bodnar presented planned legislative initiatives regarding various areas, such as the reform of the National Council of the Judiciary, the separation of the functions of Minister of Justice and Prosecutor General, the Supreme Court, the Constitutional Tribunal, and the status of judges. He highlighted social expectations for accelerating the changes and the need to comply with applicable laws and procedures. The so-called competence law of September 2023, which increases the President's powers in relation to the provisions in force under the Polish Constitution, may be a potential source of political tensions.

Minister Bodnar emphasized the work of investigative committees and parliamentary and senatorial committees. He also pointed out the main challenges facing Poland's future EU Council Presidency in the first half of 2025.

Rik Van Droogenbroeck has served as the Ambassador of the Kingdom of Belgium to Poland since September 2022. He previously worked in the Ministry of Foreign Affairs of the Kingdom of Belgium.
