Selection of Candidates for the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment

During the second session (August 22, 2024), the team responsible for selecting candidates for the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment selected three candidates for this institution. They are, in alphabetical order: Dr. Ewa Dawidziuk, Marta Jakubowska, and Przemysław Kazimirski. The candidates were selected by vote. Their names will be forwarded by the delegation of the Sejm and Senate to the Parliamentary Assembly of the Council of Europe, and then to the Committee of Ministers of the Council of Europe.

Selection of Candidates for the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment

The team responsible for selecting candidates for the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment is chaired by Deputy Minister of Justice Maria Ejchart.

During the first session in June 2024, the team selected five candidates out of 17 submitted applications. During the second session, interviews were conducted with the candidates, followed by a vote. The session was attended by independent observers representing legal associations and non-governmental organizations that protect freedoms, human rights, and civil liberties.

The Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) oversees the humane treatment of persons deprived of their liberty. Representatives of the organization, carrying out their mission, visit prisons, detention centers, correctional facilities, police stations, centers for the detention of foreign nationals, psychiatric hospitals, social care homes, and other places where persons deprived of their liberty are held, to assess their treatment and respect for their dignity and rights.

The institution is composed of representatives of the member states of the Council of Europe. CPT representatives are elected for a four-year term from among individuals with high moral qualifications, strong competencies in the field of human rights, or those possessing outstanding professional experience in working with persons deprived of their liberty. They serve in their own capacity and are independent and impartial experts.
