National Broadcasting Council of Poland (KRRiT) and National Council of Television and Radio Broadcasting of Ukraine signed Memorandum of Cooperation in the area of media regulation

On 13th July 2022 the KRRiT and the National Council of Television and Radio Broadcasting of Ukraine signed the Memorandum aimed to further develop mutual cooperation between both regulators.

The document specifies areas of enhanced partnership in the field of media regulation, including issues related to information safety of both States.

Among the areas of cooperation are promotion of the exchange of audiovisual services and creation of favourable conditions for development of common audiovisual projects.

The Memorandum facilitates the mutual consultations and information sharing regarding specific media market issues and sectoral strategies. It also includes the exchange of experts, organisation of joint seminars, workshops and conferences.

The KRRiT will support the Ukrainian regulator in the process of implementing relevant European Union legal framework, including the AVMSD in the light of granting Ukraine the status of a candidate country to the European Union.

The Chair of the National Council of Television and Radio Broadcasting of Ukraine, Ms Olha Herasymiuk, expressed gratitude to the National Broadcasting Council of Poland for taking firm and immediate measures to limit the spread the disinformation on Russian channels by deleting them from the Polish register of sat-cable operators.

She also expressed her gratitude to the Polish media, both public and commercial, for adding into their schedule current affairs programmes regular information on up-to-date situation in Ukraine and for inviting journalists from Ukraine to report on events in areas affected by hostilities.

She noticed that the active support provided by Poland to Ukraine, covering many areas,  has brought the two nations immensely closer and opened up a new era in the mutual relationships.

While, the Memorandum does not constitute an international agreement and is not regulated by the international law, it is a sign of important partnership between both regulatory authorities, focused on exchange of information, knowledge and best practices. It also  announced the intention to develop common media projects in the future. This activity is in line with Art. 6 (9) of the Polish Broadcasting Act that provides among regulator’s tasks "organising and initiating international cooperation in the field of radio and television broadcasting".

The Memorandum came into force on 13th July 2022 and is valid for five years, with the possibility of extension for subsequent years.
