KRRiT and international organizations

The European Union

The National Broadcasting Council of Poland (KRRiT) has been cooperating with the EU institutions since the beginning.

Prior to the Polish accession to the EU (2002-2004) KRRiT together with French DDM (Directorate for Media Development) took part in twinning project. The twinning was aimed at finalising the transposition of the “Television Without Frontiers” Directive into Polish law and, more broadly, at building foundations for future national audiovisual policy, in the context of the move to digital technology and convergence. It also included a series of objectives regarding KRRiT itself: enhancing its organisation, training its staff and updating its computer equipment. The project was partly financed by Phare fund.

Currently KRRiT closely cooperates with the European Commission on different forums i.a. Contact Committee of the "Television without Frontiers” Directive, Working Group of the Audiovisual Media Service Regulatory Authorities, Audiovisual Working Party.

The Council of Europe

National Broadcasting Council (KRRiT) has represented Poland in Steering Committee on the Media and New Communication Services (CDMC). For many years its experts have been invited by the Council of Europe to participate in a number of groups of specialists designed by CDMC.

Currently KRRiT’s experts take part in meetings of the following groups: Group of Specialist on Media Diversity (MC-S-MD), Group of Specialists on Public Service Media (MC-S-PSM) and Standing Committee on Tranfrontier Television (T-TT).

The European Platform of Regulatory Authorities

EPRA is the main pan-European forum which integrates European regulatory authorities in broadcasting field. It was set up in 1995 in Malta. Currently EPRA assemblies 51 regulatory authorities from 53 countries in Europe. It provides an important platform for discussion and exchanging information and practical experiences as far as regulatory issues are concerned. The EPRA holds two meetings a year. National Broadcasting Council (KRRiT) is one of the founder member of EPRA.

The 37th EPRA meeting will take place in Poland (Kraków) on 8-10 May 2013 at the invitation of the National Broadcasting Council of Poland.

The Central European Regulatory Forum

CERF was set up on the 15th of December 2009 by the regulatory authorities supervising the electronic media of the Czech Republic (Council for Radio and Television Broadcasting), Hungary (Media Council of the National Media and Infocommunications Authority), Poland (National Broadcasting Council), Romania (National Audiovisual Council), Serbia (Republic Broadcasting Agency) and Slovakia (Council for Retransmission of the Slovak Republic with an aim to enhance the cooperation among the regulatory authorities of Central Europe.

The Memorandum of Understanding establishing the Central European Regulatory Forum by no means intends to create legal relations among the signatories, but it serves as a useful tool to address the challenges posed by the advent of digitalization with special regard to the prolific number of transfrontier broadcasts. The regular exchange of ideas and best practices are important elements of the cooperation, yet the pivotal goal of the regulatory forum is the handling of complaints against transfrontier broadcasts.

The CERF holds one meeting a year at the invitation of a regulatory authority. 2011 meeting of the CERF was scheduled for 15-16 September in Warsaw at the invitation of the National Broadcasting Council (Poland).

European Audiovisual Observatory

European Audiovisual Observatory set up in December 1992, is the only centre of its kind to gather and circulate information on the audiovisual industry in Europe. The Observatory is a European public service body with 39 member States and the European Community, represented by the European Commission. It owes its origins to Audiovisual Eureka and operates within the legal framework of the Council of Europe. It works alongside a number of partner organisations, professional organisations from within the industry and a wide network of correspondents.

Poland represented by the National Broadcasting Council (KRRiT) is a member of the Observatory since its beginning and in 1996 hold Presidency of the Organization.

Bilateral cooperation

National Broadcasting Council (KRRiT) within its competencies cooperates with all regulatory authorities mainly in Europe, but also with certain partners on other continents.

Also with many institutions, organizations and independents experts dealing with audiovisual media sector.
