Seminar “Countdown to Washington – high hopes for NATO anniversary Summit”

On 21 June 2024 the Polish Delegation to NATO organized a seminar dedicated to the upcoming NATO Summit. The seminar gathered renowned experts in international security: professor John Deni from the US Army War College, Justyna Gotkowska from the Polish Centre for Eastern Studies and Giuseppe Spatafora representing the EU Institute for Security Studies. The panel was moderated by journalist Teri Schultz.

Countdown to Washington

The discussion was informal, based on the Chatham House Rule. The Seminar was opened by Polish Deputy Permanent Representative, Dominik P. Jankowski, who highlighted Polish priorities with regard to the Summit, including enhancing NATO’s deterrence and defence posture and further support to Ukraine.

The panelists’ interventions were focused on challenges and threats to NATO. Experts did not shy away from delicate subjects, such as the future of Ukraine. Experts concluded that the situation of creating a buffer zone between NATO and Russia on Ukrainian territory would not be acceptable. The Alliance should demonstrate that Ukraine is on its irreversible path to accession.

The panel reflected upon current NATO force structure. The certification process has been assessed as superficial. NATO has a concept in place for the C2 arrangements, however, the declaration of assignment of forces is missing. There is also a need for the 4th Joint Command.

The NATO-EU cooperation on the working level has been described as correct, but the obstacles on the political level persist. There are high hopes for the new Secretary General who has a record of cooperation with the EU institutions. The experts also underscored the EU role in training of the Ukrainian forces.

The panelists discussed also the potential renouncing of the NATO-Russia Founding Act.

The seminar was open to IS, IMS, Allied and partner delegations. The event created a space for open discussion on subjects that are essential for Poland and for articulation of our priorities in the run up to the Summit.
