The list of goods subject to phytosanitary border control is available in  Commission Implementing Regulation (EU) 2019/2072 of 28 November 2019 establishing uniform conditions for the implementation of  Regulation (EU) 2016/2031 of the European Parliament and of the Council as regards protective measures against pests of plants, and repealing Commission Regulation (EC) No 690/2008 and amending the Commission Implementing Regulation (EU) 2018/2019.

  • Annex VII - List of plants, plant products and other objects, originating in the Union territory and the corresponding special requirements for their movement within the Union territory

Temporarily Prohibited Goods for which a Risk Assessment is Required (PRA)

Under Regulation 2016/2031, the European Commission has the right to establish a list of plants and plant products originating from third countries (i.e. non-EU countries) that pose an unacceptable level of pest risk to the territory of the Union. Such plants and plant products are categorised as 'high risk' and their import is prohibited until a risk assessment (PRA) is carried out. The list of high-risk plants and products is set out in Annex I to Commission Implementing Regulation (EU) 2018/2019 of 18 December 2018.

The evaluation procedure is only initiated upon request to the Commission by the National Plant Protection Organisation of a third country interested in exporting specific products to the EU. The evaluation is carried out by the European Food Safety Authority (EFSA).

List of Fruits That Do Not Require a Phytosanitary Certificate

Under Commission Implementing Regulation (EU) 2018/2019 of 18 December 2018 the European Commission may specify plants for which a phytosanitary certificate is not required for imports into the EU, where an assessment which is based on evidence about pest risks and experience with trade demonstrates that such a certificate is not necessary. The list of fruits for which a phytosanitary certificate is not required is set out in Annex XI, Part C of the aforementioned Commission Implementing Regulation (EU) 2019/2072.
