Bilateral Agreements between Poland and Saudi Arabia

On the occasion of the 25th anniversary of establishing bilateral relations between the Republic of Poland and the Kingdom of Saudi Arabia (03.05.1995 - 03.05.2020), we are proud to present a series of articles and archival materials on the history of bilateral relations in the last quarter of a century and the events that led to them.
BILATERAL AGREEMENTS
BETWEEN THE REPUBLIC OF POLAND AND THE KINGDOM OF SAUDI ARABIA
The establishment of diplomatic relations between the Republic of Poland and the Kingdom of Saudi Arabia took place on May 3rd 1995 under the Protocol on the establishment of diplomatic relations between the Republic of Poland and the Kingdom of Saudi Arabia, signed in New York on May 3rd 1995. The Protocol entered into force on the same day as the first treaty document constituting and supervising bilateral relations.
Since then, for the last quarter of a century, a number of agreements have been signed that are since then regulating bilateral treaty relations between Poland and Saudi Arabia. Current agreements in force include:
- The Framework Agreement between the Government of the Republic of Poland and the Government of the Kingdom of Saudi Arabia on cooperation in the fields of economy, trade, investment, technology, culture, tourism, youth and sport, signed in Riyadh on October 11th, 2003, entered into force on August 19th, 2004;
- Memorandum of Understanding on Bilateral Political Consultations between the Ministry of Foreign Affairs of the Republic of Poland and the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia, signed in Riyadh on May 9th, 2007, entered into force on May 9th, 2007;
- Memorandum of Understanding between the Polish Academy of Sciences (PAN) and the King Abdulaziz City of Science and Technology (KACST) of the Kingdom of Saudi Arabia on scientific and technological cooperation, signed in Warsaw on June 25th, 2007, entered into force on July 17th, 2008;
- Memorandum on cooperation in science and education between the Ministry of Science and Higher Education of the Republic of Poland and the Ministry of Higher Education of the Kingdom of Saudi Arabia, signed in Warsaw on June 25th, 2007, entered into force on November 12th, 2008;
- Memorandum of Understanding between the Ministry of Sport of the Republic of Poland and the care for Youth General Directorate of the Kingdom of Saudi Arabia on cooperation in the field of sport, signed in Warsaw on June 25th, 2007, entered into force on May 16th, 2008;
- Memorandum of Understanding between the Ministry of Health of the Republic of Poland and the Ministry of Health of the Kingdom of Saudi Arabia on cooperation in the field of health, signed in Warsaw on June 25th, 2007, entered into force on May 16th, 2008;
- The Agreement between the Government of the Republic of Poland and the Government of the Kingdom of Saudi Arabia on cooperation in combating crime, signed in Warsaw on June 25th, 2007, entered into force on August 9th, 2008;
- The Convention between the Republic of Poland and the Kingdom of Saudi Arabia on the avoidance of double taxation and prevention of tax evasion in the field of income taxes and the Protocol to the Convention, signed in Riyadh on February 22nd, 2011, entered into force on June 1st, 2012;
- The Agreement between the Government of the Republic of Poland and the Government of the Kingdom of Saudi Arabia in the field of defense, signed in Riyadh on December 8th, 2013, entered into force on November 26th, 2014.
Currently two other bilateral agreements are being negotiated between the Republic of Poland and the Kingdom of Saudi Arabia:
- Agreement between the Government of the Republic of Poland and the Kingdom of Saudi Arabia on visa exemptions for holders of diplomatic passports (draft);
- Agreement between the Government of the Republic of Poland and the Kingdom of Saudi Arabia on facilitations in civil aviation (project).
