Oman

Diplomatic relations between Poland and Oman were established on January 24, 1990.

Political cooperation

Establishment of diplomatic relations between the Republic of Poland and the Sultanate of Oman took place as a result of the publication of a joint communiqué in the capitals of both countries on the January 24th, 1990. On May 20th 1996, the Ambassador of the Republic of Poland in Oman, permanently accredited in Kuwait (Jan Natkański), took on his duties. On the September 29th 1997 the Ambassador of the Sultanate of Oman (Abdullah bin Mohammed Al-Khorusi), permanently accredited in Germany, submitted his letter of credentials to the President of the Republic of Poland. In 2004, the Polish Embassy in Riyadh took up duties and responsibilities of bilateral relations with Oman.  In recent years, we have been observing the intensification of activities in the field of multilateral cooperation with the Oman partner. The Polish parliamentary delegation stayed in Oman in 2011 and 2012. In 2013, a return visit of the Council of State of the Sultanate of Oman took place. In 2014 and 2017, the Polish-Omani Parliamentary Group of the Senate of Poland paid a visit to the Sultanate of Oman, while in 2015, the Group of Friendship of the Council of State of the Sultanate of Oman came to Poland. In May 2018, a delegation of senators from the Sultanate of Oman arrived in Poland. In April 2009, Jacek Najder, the Deputy Minister of Foreign Affairs of the Republic of Poland, took part in the ministerial meeting of the EU-GCC in Mascat. At that time, MoU was signed on the cooperation of Foreign Affairs Ministries of both countries. It provides for a regular consultations at the level of Undersecretaries of State in the Ministry of Foreign Affairs of both countries. Both countries sought to maintain high dynamics of mutual relations in 2018. The subject of bilateral negotiations was the visa waiver agreement for holders of diplomatic passports and cultural cooperation, which is now being finalized.

Economic cooperation

In June 1994, the delegation under the chairmanship of Deputy Minister M. Leśny was in Oman, that gave the Oman's side three draft agreements: commercial, mutual investment protection and the avoidance of double taxation. During the visit, interest in capital investments in Poland and Polish participation in the exploitation of Omani mineral resources and in energy investments was also expressed.  In 1999, the economic mission of the Center for Foreign Trade Promotion in Katowice was held in Oman. The suggestion of an invitation to Poland of the President of the Chamber of Commerce and Industry of Oman was not taken then by the Polish Chamber of Commerce.  Along with Poland's accession to the EU, there was a noticeable increase in the interest of Omani citizens traveling to Poland, establishing trade contacts and probing opportunities for the development of cultural and scientific cooperation (training specialists in Poland - radiologists). In 2018, trade between the Republic of Poland and the Sultanate of Oman amounted to 80.2 million USD.

Cultural and scientific cooperation

In 2014, a delegation of academic authorities from the University of Sultan Qaboos arrived in Warsaw and Cracow (talks about the education of Omani students in Poland and the development of contacts between representatives of academic circles took place). In September 2014, Muscat visited MNiSW prof. dr hab. Lena Kolarska-Bobińska. An agreement was signed in the field of science and higher education. As part of ongoing cultural and scientific cooperation, the Ministry of Culture and Heritage of Oman (Department of Archeology and Museology) cooperates with the Center of Mediterranean Archeology of the University of Warsaw.  From 2015, Polish excavation works are conducted under the direction of prof. Piotr Bieliński, in the Qumeira valley in the Hajar Mountains in the Northern Oman. In 2018, the University of Warsaw organized the First Days of Omani Culture in Poland.  On On 27 January 2019, the Legal and Treaty Department of the Ministry of Foreign Affairs of Poland presented the Ministry of Culture and the National Heritage a proposal that signing of the Memorandum on cultural cooperation between two states was signed.
