Human Rights Council concluded its 51st session in Geneva

51st session of the Human Rights Council was held in Geneva from 12 September to 7 October, 2022. It was the last regular session in which Poland participated as a member state during its term in the Human Rights Council in 2020-2022.

During the 51st session, the Human Rights Council adopted 2 decisions and 39 resolutions, including a resolution on human rights in Russia (presented inter alia by Poland), establishing a Special Rapporteur for human rights in Russia. During this session, the Polish delegation made national statements in 7 interactive dialogues and debates, joined 7 joint statements, and co-sponsored 25 resolutions.

The adoption by consensus of the resolution on good governance, traditionally presented by Poland, was a significant achievement. This year resolution focused on the impact of new technologies on good governance and human rights. The text emphasizes the importance of online and offline human rights protection, the role of telecommunications infrastructure and the problem of digital divides.

The adoption by the Council of three resolutions co-authored by Poland: the above-mentioned resolution on human rights in Russia and, adopted by consensus, the resolution on the role of prevention and the resolution on conscientious objection to military service, can also be regarded as an important success.

Additionally, Poland co-sponsored two events organized on the margins of the 51st session: on the Russia’s responsibility for violating international law during its aggression against Ukraine and on the problem of transnational repression against human rights defenders.
