Competences

1. exercises direct supervision over the Minister’s Political Cabinet; ) 

2. specifies tasks to be performed and supervises their performance in matters within the remit of the Department of Communication and Promotion, the Education and Social Policy Department, the Law Department and the Minister’s Office, in particular ones concerning:

  • coordination of information, communication and promotional activities,
  • communicating the activities of the Minister to the public, as well as informing the Ministry Management about the public perception of the policy pursued by the Minister,
  • social security of farmers,
  • social and occupational activation of rural residents,
  • entrepreneurship, the labour market as well as occupational health and safety in agriculture,
  • agricultural education,
  • protection of the cultural heritage of rural areas,
  • cooperation with trade unions, community and professional organisations of farmers, and agricultural self-government,
  • development of rural tourism, agritourism and ecotourism,
  • implementation of tasks and activities provided for in the Act of 9 November 2018 on rural women’s associations (Journal of Laws of 2023, item 1179, as amended),
  • legal and legislative support provided to the Ministry,
  • the Minister’s duties towards public authorities and government administration;

3. specifies tasks to be performed and supervises their performance in matters within the remit of the Food Safety and Veterinary Department as regards supervision over the activities of the Polish Jockey Club;

4. specifies tasks to be performed and supervises their performance in matters within the remit of the Innovation, Digital Affairs and Knowledge Transfer Department as regards supervision over the activities of research institutes;

5. specifies tasks to be performed and supervises their performance in matters within the remit of the Land and Rural Infrastructure Department as regards supervision over:

  • activities of research institutes in respect of exercising rights attached to shares held by them in capital companies,
  • the National Support Centre for Agriculture;

6. authorises the performance of an act in law is respect of property disposal where such authorisation is required by the regulations, in particular authorises the performance of an act in law by a state legal person in cases and to the extent specified in the provisions of the Act of 16 December 2016 on the principles of state property management (Journal of Laws of 2024, item 125, as amended);

7. performs the tasks of the head of an organisational unit:

  • within the meaning of the Act of 5 August 2010 on the protection of classified information (Journal of Laws of 2024, item 632, as amended), to whom the authorised representative for the protection of classified information reports directly,
  • within the meaning of the Act of 27 August 2009 on public finance (Journal of Laws of 2024, item 1530, as amended), to whom the internal auditor heading the Internal Audit Team in the Control and Audit Department reports directly;

8. performs the controller’s tasks within the meaning of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) (OJ L 119, 4.5.2016, p. 1, as amended), to whom the Data Protection Officer reports directly;

9. supervises the activities of:

  • research institutes,
  • Agricultural Social Insurance Fund,
  • National Centre for Agricultural Education,
  • National Support Centre for Agriculture,
  • National Institute of Rural Culture and Heritage,
  • Polish Jockey Club,
  • agricultural schools and institutions.

Biography

Doctor of Agricultural Economics, university professor, author of numerous academic papers and popular science articles, associated with the Warsaw University of Life Sciences. As Director of the FAPA Foundation of Assistance Programmes for Agriculture (1993-1998) he made a major contribution to the preparations for integrating the Polish rural areas and the agricultural sector with the European Union.

In 1997–2004, he was a member of the Sejm of the Republic of Poland.

During that time, he served as the

  • Secretary of State at the Ministry of Agriculture and Rural Development (2001-2003);
  • Government Plenipotentiary for Preparing the Polish Agricultural Sector for European Union Integration.

In 2004–2019, he was a Member of the European Parliament. During that time, he chaired the European Parliament's Committee on Agriculture and Rural Development (AGRI, 2014–2019), after serving as its Deputy Chairman in 2009–2014.

  • Member of the Sejm of the Republic of Poland in its 9th term of office, Member of the Committee on Public Finance and the Committee on Foreign Affairs;
  • Member of the Sejm of the Republic of Poland in the current, 10th term of office.

Founder and head of the Maciej Rataj Political Institute – a think tank affiliated with the Polish People's Party.

  • Chairman of the Advisory Board of the Chief Executive Committee of the Polish People’s Party;
  • Deputy Chairman of the Polish People’s Party Supreme Council.

Born in the village of Pieczonogi in the municipality of Oleśnica in Świętokrzyskie voivodeship. He is married with a daughter and three grandchildren. His family boasts patriotic traditions – he is the son of a "Wici" Rural Youth Union activist and a soldier of the Peasant Battalions, who was active in people's movement bodies, cooperatives and local government.
