Competences

1. establishes the tasks to be performed and supervises their performance on the matters covered by the scope of operation of the Budget Department, Direct Payments Department, Organic Farming and Food Quality Department and Common Agricultural Policy Department, including in particular:

  • planning and disposal of funds in the following parts of the state budget: 32– Agriculture, 33– Rural development, 35– Agricultural markets and 62 – Fisheries and of financial measures from the European Union funds allocated to development of agriculture, rural areas, agricultural markets and fisheries,
  • financing of agricultural holdings,
  • public aid in agriculture and fisheries,
  • tax system in agriculture and agricultural accounting,
  • payments under the direct support scheme,
  • cross-compliance, conditionality and intervention requirements under the Strategic Plan for the Common Agricultural Policy for 2023‒2027,
  • impact of climate change on the agricultural sector,
  • coordination of the issues of environmental protection in rural areas,
  • organic farming and production,
  • registration and protection of geographical indications,
  • national food quality systems,
  • commercial quality of agricultural and food products,
  • standardisation in agriculture and agri-food processing,
  • informational and promotional activities in the area of food,
  • reforms of the Common Agricultural Policy,
  • rural development,
  • coordination of the execution of tasks of the Managing Authority of the Rural Development Programme for 2014–2020,
  • coordination of the execution of tasks of the Managing Authority of the Strategic Plan for the Common Agricultural Policy for 2023‒2027;

2. supervises the activities of:

  • the Agency for Restructuring and Modernisation of Agriculture,
  • the Agricultural and Food Quality Inspection;

3. is responsible for cooperation with the Sejm and Senate of the Republic of Poland;

4. is responsible for cooperation with the Council for Agriculture and Rural Areas at the President of the Republic of Poland.

Biography

Graduate of the Faculty of Journalism and Political Science at the University of Warsaw, postgraduate EU Common Agricultural Policy studies at the University of Warmia and Mazury in Olsztyn, and postgraduate MBA studies. Active member of the Polish People’s Party.

Professional experience

From 18 December 2023 - Secretary of State at the Ministry of Agriculture and Rural Development;

From 2019       - Member of the Sejm of the 9th and 10th terms;

2015 – 2018    - member of the Board of the Podlaskie Voivodeship;

2010 – 2014    - councillor of the Zambrów Poviat;

2011 – 2015    - director of the Podlasie Regional Branch of the Agency for Restructuring and Modernisation of Agriculture (ARiMR);

From 2004      - work at the ARiMR Poviat Office in Zambrów, in 2008 – 2011, as the head of the ARiMR Poviat Office in Zambrów.
