Rules for the presence of media in the belt near the border with Belarus
- The Border Guard is responsible for organising media visits to the border with Belarus (hereinafter referred to as “visits”);
- Editorial offices should notify of their willingness to participate in a visit via e-mail by sending a notification to: akredytacje.kg@strazgraniczna.pl;
- Approvals for participation of journalists in visits are issued by the Commanding Officer of the local Border Guard unit (hereinafter referred to as the “Commanding Officer”) for a specified time and in line with specified conditions;
- A notification should include:
- full name,
- PESEL (Polish National Identification Number) or, if not applicable, information about nationality and passport number,
- contact phone number,
- confirmation of cooperation issued by the editorial office,
- proposed date and place (Border Guard outpost) for the visit,
- consent to verification procedure,
- statement of awareness of dangers involved in the visit,
- statement of consent to the processing of personal data for the purposes of organisation of the visit by Border Guard;
- Sending the above notification is treated as a consent to participate in the visit in line with conditions specified by the Border Guard;
- No more than one journalist or photojournalist from a given editorial office/media group may participate in a particular visit; for TV crews, the journalist may be accompanied by a camera operator;
- The Commanding Officer will inform the registered journalists when it is possible to participate in a visit, specifying its date and the place where it will commence;
- In order to be able to participate in a visit, it is necessary to undergo training organised directly before the commencement of that visit. Every journalist participating in a visit must have and wear a vest with the word “PRESS” on it identifying him/her as a member of the media;
- The Border Guard ensures the conditions necessary for organisation of visits. The Border Guard sets the duration of a visit and the route to be taken by the participants within the border belt, taking into account the situation at the border and the safety of participants;
- Transportation for participants is provided by the Border Guard in cooperation with the Polish Armed Forces and other uniformed services, depending on organisational requirements;
- A visit may be shortened or discontinued or its course may be changed due to current situation at the border and the level of danger to its participants;
- During the visit, the Border Guard may instruct the participants to not film specific structures or persons;
- Participants are obliged to comply with instructions given by organisers of a visit.
