Bulgaria's accession to the Schengen Area

STATEMENT BY THE PRIME MINISTER OF POLAND
MATEUSZ MORAWIECKI

The Consular Section of the Embassy of the Republic of Poland in Sofia informs that due to the accession of Bulgaria to the Schengen area on the basis of Council Decision (EU) 2024/210 of 30 December 2023 on the full application of the provisions of the Schengen acquis in the Republic of Bulgaria and Romania and lifting of checks on persons at internal air and sea borders from March 31, 2024, third-country nationals residing legally on the territory of Bulgaria and holding valid residence permits listed in the Annex 22 to the "Practical Handbook for Boarder Guards" (https://home-affairs.ec.europa.eu/system/files/2022-11/Practical%20handbook%20for%20border%20guards_en.pdf ) will be entitled to visa-free short-term stays in other countries of the Schengen area, in accordance with the Schengen rules, after March 31, 2024 and within the period of validity of these permits.

 

Therefore, in order to determine the admissibility of a visa application, it is necessary for a third-country national to meet two joint conditions:

 

  • having the right to legally stay on the territory of Bulgaria, and

 

  • lack of an appropriate residence title in Bulgaria entitling to legal stay on the territory of Poland.

 

Foreigners with a residence title in Bulgaria entitling them to enter other Schengen member countries are not entitled to apply for visas after March 31, 2024 at the consular offices of other Schengen member countries in Bulgaria - including the Embassy of the Republic of Poland in Sofia.
