The prize is awarded by the Polish Ministry of Foreign Affairs for promoting and supporting democratic values. Established in 2014, it was deactivated as soon as after 2015.

A diplomat, former director of the Yanka Kupala National Academic Theatre, former minister of culture, and now an opponent of Alyaksandr Lukashenka, Pavel Latushka was sentenced to 18 years in prison by a judgment given by default in Belarus.

The prize will be presented during an official event on 18 September.
