EU leaders held a strategic discussion on migration, referring to the exchange of views at the informal European Council summit in Granada on 6 October 2023. "We stand by our firm veto on the implementation of the migration pact," the head of the Polish government, Mateusz Morawiecki, declared during a press briefing ahead of the European Council meeting.

Referring to the situation in the Middle East, the leaders discussed in detail the humanitarian situation in Gaza, while condemning the actions of Hamas and recognising Israel's right to defend itself in accordance with international law.

The European Council addressed the latest developments regarding Russian aggression against Ukraine, calling for continued financial, military and humanitarian support for Ukraine, as well as tighter sanctions against Russia.

The leaders also exchanged views on the proposed revision of the Multiannual Financial Framework for 2021-2027 with a view to forwarding the draft for further work. The topic will be continued at the next leaders' meeting in December. The MFF provides funding for programmes and actions in all policy areas in line with the EU's long-term priorities. Since its adoption in 2020 the EU has faced unprecedented and unexpected challenges.

EU leaders also assessed the progress made in enhancing Europe's competitiveness, taking into account industrial and energy policies. In this context, the EU aims to strengthen its industrial policy, deepen the single market and reduce strategic dependencies.

The Euro Summit discussed the economic situation and took stock of the Eurogroup's ongoing work on the future of European financial and capital markets and preparations for the possible introduction of the digital euro.
