Tax Solidarity
The Ministry of Finance supports developing countries’ efforts to make their tax systems more equitable and effective. We actively engage in capacity building programmes and promote enhanced international cooperation, polling of national-level experience, and mutual assistance in the field of taxation.
Tax Solidarity Program
Solidarity means action to assist the others and it is an integral part of Polish culture. We seek to share our knowledge, experience and best practices in the field of tax policy, including combating tax evasion as well as reducing tax gap and grey economy. To achieve this, we have developed a programme based on a close cooperation striving towards a common goal which is more equitable and effective tax system.
Poland has a unique experience in this area. For example, thanks to the multifaceted plan to strengthen the VAT system, VAT gap decreased from 24.1% (2015) to 4.3% (2021). CIT revenues grew rapidly from 23,7 billion (in 2014) to 66,7 billion (2021), despite the reduction of CIT rates. For the past years, Poland has made a technological advance, introducing analytical and reporting systems.
Center for Tax Solidarity
The Center for Tax Solidarity (CTS) is a central team operating within the structures of the Ministry of Finance. CTS delivers support initiatives to developing countries seeking to strengthen their capacity to enhance tax revenues through modernized tax systems and more efficient tax collection. CTS aims at supporting developing countries in boosting tax revenues, reducing tax gap, and accelerating digitalization of tax systems.
To reach this goal, CTS also cooperates with international organizations and initiatives helping to build tax capacity in developing countries.
CTS coordinates the Tax and Development Team (TDT) composed of tax expert working with the Ministry of Finance and National Fiscal Administration. Tax experts participate in short-term and long-term capacity building programmes and delivers trainings for developing countries.
Our offer
CTS offers various forms of development activities which are tailored to the needs of each country and to the regional context. These include, in particular: workshops, trainings, study visits, and consultations for tax administration employees. The more advance forms of support include: supporting the development of tax technologies and their application and legislative assistance.
